4.16.010 - Created.¶
There is created and established a municipal fund designated as the harbor improvement fund of the city.

4.16.020 - Use designated.¶
All rentals and leases hereafter collected from tidelands leased by the city shall be paid in and credited to the harbor improvement fund. All funds credited to and impounded in the harbor fund shall be used exclusively for the purpose of construction, maintenance and repair of bulkheads, piers, docks and wharves constructed upon the tidelands within the corporate limits of the city, and for the dredging of channels and turning basins, and providing for anchorage of vessels within that portion of the San Diego Bay lying within the prolongation of the northern and southern boundary line of the city and for such other purposes of the city council as are from time to time deemed necessary for the improvement of the waterfront and harbor of the city.

4.16.030 - Supplementary funds.¶
The city council may, at its option, from time to time, by ordinance or resolution, add to the harbor improvement fund, by the transfer of unallocated and unused municipal funds from the general fund, or from any other municipal fund that may be used for the general expense of the city.
