SEC. 27.45. - Purpose of article.¶
The public interest, convenience and safety require that buildings or other structures hereafter erected or located within the city be set back from the street line in order to add to the protection of the city from conflagration and to remove the danger of vehicular collision at street intersections and to prevent the shutting off of light and air from adjoining residences or buildings existing or which may be erected.

SEC. 27.52. - Unlawful erection of buildings in setback zones.¶
It shall be unlawful for any person, firm, or corporation to erect, construct or locate, or contract for the erection, construction or location of any building or other structure within any setback line as established in Article IV of Chapter 36 of the Code of the City of Mountain View, and the city council or building inspector shall refuse to issue a permit for the construction or erection of any building or structure within such setback, contrary to the provisions of Article IV of Chapter 36 of this Code.

SEC. 27.53. - Variance procedure.¶
Where practical difficulties, unnecessary hardships, and results inconsistent with the general purposes of this article may result from the strict application of the provisions of this article, a variance may be granted pursuant to the provisions and procedure set forth in the zoning ordinance of the city, which provisions and procedure are adopted herein by reference and incorporated herein.
