SEC. 27.22. - Permit—Required.

It shall be unlawful to construct, alter or repair any street, sidewalk, curb, gutter or driveway in street areas within the city without first obtaining a permit from the director of public works so to do.

SEC. 27.23. - Same—Fees for inspection.

Every applicant for a permit as required by the preceding section shall pay an inspection fee in an amount fixed by resolution or ordinance of city council.

SEC. 27.24. - Same-Fees for establishing lines and grades.

Where the city is requested by the applicant to establish lines and grade, the applicant shall pay, in addition to the fee required by the preceding section, a fee for the establishment of lines and grade equal to thirty (30) cents per running foot of the street, sidewalk, curb or gutter for the first one hundred (100) running feet and twenty (20) cents per running foot for each running foot in excess of one hundred (100) feet; provided, however, that the minimum charge for such establishment of lines and grade shall be no less than thirty (30) dollars.

SEC. 27.25. - Construction requirements.

All streets, sidewalks, curbs, gutters or encroaching driveways shall be of the pattern and construction designated by the department of public works.

SEC. 27.26. - Inspections; work to conform to established lines and grades.

It shall be the duty of the director of public works to inspect all construction of streets, sidewalks, curbs, gutters or driveways for proper line and grade and for compliance with construction requirements approved by the director of public works; and no work shall be performed until such inspection shall have been made. All construction of streets, sidewalks, curbs, gutters or driveways shall conform to the line and grade established.

SEC. 27.27. - Reconstruction of abandoned curb cuts.

Whenever any driveway within a street area has become unnecessary or has been abandoned, the abutting owner shall reconstruct the street curb and sidewalk so as to conform to the street curb and sidewalk to which it is contiguous.
