Moraga Municipal Code § 4 General Requirements

a) Except as set forth in Section 2 (b) above, it shall be unlawful to install any wood burning appliance in new construction unless it is a pellet-fueled wood heater, or a wood-burning appliance that has been certified by the E.P.A., or a fireplace certified by the E.P.A. should the E.P.A. develop a fireplace certification program.

b) It shall be unlawful to use any of the following fuels in a woodburning appliance:

  1. Garbage

  2. Treated wood

  3. Plastic products

  4. Rubber products

  5. Waste petroleum products

  6. Paints

  7. Paint Solvents

  8. Coal

  9. Glossy or colored paper

  10. Particle board or plywood

  11. Salt water driftwood
