BEFORE THE TOWN COUNCIL OF THE TOWN OF MORAGA

In the matter of:

WHEREAS, Emergency Medical Services are overseen in Contra Costa County by the Contra Costa County Emergency Medical Services Agency, as authorized by California Health and Safety Code Section 1797.200; and

WHEREAS, Through this authority, the Board of Supervisors has approved an Emergency Medical Services and Ambulance Ordinance, Division 48 of the Contra Costa County Code, to regulate emergency medical services and prehospital care throughout the County; and

WHEREAS, The Town Council has previously adopted Division 48 of the Contra Costa County Code by reference in 1975 (Ordinance 14) and in 1991 (Ordinance 137), allowing it to be enforced within the Town of Moraga; and

WHEREAS, the Emergency Medical Services and Ambulance Ordinance was updated and approved by the Board of Supervisors on June 21, 2022 to reflect the advancements in emergency medical services that have occurred since the last revision in 1983 and establish additional requirements to ensure the safety of the public and the provision of quality emergency medical and prehospital care by providers; and

WHEREAS, adoption of the updated Emergency Medical Services and Ambulance Ordinance would allow enforcement of the ordinance within the Town of Moraga, providing uniformity with the County and other cities, as well as allowing ambulance operators to be certified by a single agency to operate throughout the County; and

WHEREAS, the Town Council considered this Ordinance at a regular Town Council meeting on January 11, 2022 and at that meeting set a public hearing date for the second reading for January 25, 2023 in accordance with Government Code section 50022.1 et seq. and has published notice of the hearing in accordance with Government Code sections 50022.3 and 6066.

NOW THEREFORE, THE TOWN COUNCIL OF THE TOWN OF MORAGA DOES ORDAIN AS FOLLOWS:
