2.32.010 - Personnel system established—Administration.

There shall be established a personnel system, which shall be based on reasonable and equitable personnel practices. It is the purpose of the personnel system to promote full communication between the employer and employees and to strengthen methods of administering employer-employee relations and employment practices through the establishment of uniform and orderly methods and procedures. It is also the purpose of the personnel system to promote the improvement of personnel management and employer-employee relations within the public agency and to recognize the right of public employees to be represented in their employment relationship with the City. The City Manager shall administer the personnel system.

2.32.020 - Labor relations—Conditions of employment, impasse and job actions.

A. The City Council shall adopt an employer-employee labor relations resolution implementing Section 3500 et seq. of the Government Code. The employer-employee labor relations resolution shall include such procedures necessary for establishing and administering employer-employee relations in the City.

B. The employer-employee labor relations resolution shall establish procedures for meeting and conferring in good faith with employee bargaining groups for the purpose of discussing conditions of employment. Conditions of employment for each employee bargaining group shall be specified in memorandums of understanding. Any changes to conditions of employment specified in memorandums of understanding shall be presented to the City Council for consideration and approval.

C. The employer-employee labor relations resolution shall include, but not be limited to procedures for addressing employee bargaining group impasse hearings and job actions.

2.32.030 - Employee wages.

City employee salary ranges shall be fixed by City Council resolution, except that City Council Member and Planning Commissioner salaries shall be set by City Council ordinance pursuant to the California Government Code, and the City Manager salary may be fixed by an employer-employee agreement. This section shall not apply to employee wage adjustments related to step increases within a salary range established by City Council resolution. If an employee classification salary range does not exist. The City Manager may recommend to the Personnel Committee, as established pursuant to this chapter, merit increases for employees in such classifications.

2.32.040 - Responsibility of City Manager.

The City Manager shall be responsible for the personnel system and shall report periodically to the City Council on the operation of the system. The City Manager is responsible for the implementation and maintenance of the City's personnel policies; shall act as the appointing authority for the City; shall administer all the provisions of this chapter; shall recommend to the City Council personnel rules and revisions and amendments to such rules; shall cause to be prepared a position-classification plan, including class specifications and revisions of the plan; shall have the authority to discipline employees in accordance with this chapter and the personnel rules of the City; shall provide for the receiving of applications for employment; shall provide for the publishing or posting of notices of tests for positions in the competitive service and provide for the conducting and grading of such tests: shall provide for the certification of a list of all persons eligible for appointment to the appropriate position in the competitive service; and shall perform any other duties that may be required to administer the personnel system.

2.32.050 - Holidays.

Regular, full-time City employees shall receive paid holiday leave each year for those days established by action of the City Council.

2.32.060 - Personnel Committee established.

The Mayor shall appoint a Personnel Committee, which shall include two members of the City Council and the City Manager. Except as otherwise provided for in this chapter, the City Council may delegate to the Personnel Committee authority to review and approve actions of the City Manager and department heads in administering the City's personnel system.
