Modesto Municipal Code Art. 18 Administrative Services Department

An Administrative Services Department is hereby established. The function of the Administrative Services Department shall include:

(a) Oversee and direct all services and functions of the Human Resources Division, formerly known as the Personnel Department, and the Information Technology Division, formerly known as the Information Technology Department.

(b) Prepare and recommend to the Human Resources Manager the adoption, amendment or repeal of personnel rules and regulations.

(c) Prepare and recommend to the Human Resources Manager a position classification plan, including class specifications, and revisions of the plan.

(d) Publish and post notices of tests for positions in the Classified Service, receive applications therefor, conduct and grade tests, and certify to the person having the power of appointment a list of all persons eligible for appointment to the appropriate position in the Classified Service.

(e) Plan, direct and review the activities and operations of the Human Resources Division including personnel, payroll, training and employee benefits, employee relations and risk management.

(f) Plan, direct, and review the activities and operations of the Information Technology Division including the provision of technology services, support, and guidance to all City departments.

(g) Perform such other duties as may be assigned or required by the City Manager.

There shall be a Director of Administrative Services appointed by the City Manager and subject to the City Manager's general administrative direction. The Director of Administrative Services, subject to the approval of the City Manager, shall organize and maintain such divisions in the Department as operations may require, and shall be responsible for the direction and control of all functions assigned to the Department.

In the case of absence or disability of the Director of Administrative Services, the City Manager shall designate a person to perform the duties and exercise the powers of the Director of Administrative Services.

(a) Whenever this Code or any ordinance, resolution or other official document or action of the City of Modesto refers to or uses the titles Personnel Director, Director of Personnel, Human Resources Director, or Director of Human Resources, they shall be deemed to refer to the Director of Administrative Services of the City of Modesto in relation to any matter under the jurisdiction of that Director.

(b) Whenever this Code or any ordinance, resolution or other official document or action of the City of Modesto refers to or uses the titles Chief Information Officer, Director of Information technology, Information Technology Director, or CIO, they shall be deemed to refer to the Director of Administrative Services of the City of Modesto in relation to any matter under the jurisdiction of that Director.

(c) Whenever this Code or any ordinance, resolution or other official document or action of the City of Modesto refers to or uses the titles the Personnel Department or the Human Resources Department, they shall be deemed to refer to the Administrative Services Department of the City of Modesto in relation to any matter under the jurisdiction of that Department.

(d) Whenever this Code or any ordinance, resolution or other official document or action of the City of Modesto refers to or uses the title Information Technology Department, they shall be deemed to refer to the Administrative Services Department of the City of Modesto in relation to any matter under the jurisdiction of that Department.
