Sec. 6.60.310. - General requirement.

All construction shall be in accordance with this division, good engineering practice and good workmanship, and shall supersede any plans or specifications when more restrictive than the plans or specifications.

Sec. 6.60.320. - Engineering data.

The applicant shall furnish at his own expense all engineering equipment and data. All field data, grades, grade stations (not to exceed 25-foot intervals) and all pertinent data for the installation of this work shall be confirmed by a licensed engineer.

Sec. 6.60.330. - Schedule.

The applicant shall submit a schedule to the department outlining his proposed construction operation. Whenever the applicant varies the period during which work is carried on each day, he shall give due notice to the department so that proper inspection may be provided. Any work done in the absence of the inspector will be subject to rejection.

Sec. 6.60.340. - Notice.

Notice shall be given to the department at least two working days in advance of commencement of work.

Sec. 6.60.350. - Permits.

The applicant shall secure all permits and all licenses required for the work. These shall be recorded with the department prior to commencement of work.

Sec. 6.60.360. - Inspection.

(a) All work shall be subject to inspection for conformity with this division and other applicable regulations and shall be left open and uncovered until the applicant is advised by the inspector that work may proceed as described in this section.

(b) The applicant shall not proceed with any phase of work until the previous phase has been inspected and permission to proceed has been given. Inspection shall be made at the following intervals of work:

(1) Trench excavation and bedding.

(2) Placing of pipe, fittings and structures.

(3) Placing and compacting of the pipe zone backfill.

(4) Backfill of balance of trench to grade and compaction certified by a qualified soil engineer or the county road department when such work is within their jurisdiction.

(5) Testing and mirroring after backfill is approved by the department, but prior to paving.

(6) Placing in service after manholes are raised to grade.

(c) The department shall at all times have access to the work during construction and shall be furnished with every reasonable facility for ascertaining full knowledge respecting the progress, workmanship and character of materials used and employed in the work.

(d) No pipe, fittings or other materials shall be installed until inspected and approved by the department. All installations which are to be backfilled shall be inspected prior to backfilling, and the applicant shall give due notice in advance of backfilling to the inspector so that proper inspection may be provided.

(e) The inspection of the work shall not relieve the applicant of any of his obligations to complete the work as prescribed by this division. Defective work shall be made good, and unsuitable materials may be rejected notwithstanding the fact that such defective work and unsuitable materials have been previously overlooked by the inspector and accepted.

(f) The department shall have the authority to suspend the work wholly or in part for such time as it may deem necessary due to the failure on the part of the applicant to carry out orders given, or to perform any provisions of the plans, this division or other applicable regulations. The applicant shall immediately comply with the written order of the department to suspend the work wholly or in part. The work shall be resumed when methods or defective work are corrected as ordered or approved by the department.
