18.32.010 - Standard specifications.¶
All improvements shall conform to the requirements contained in that certain document, three (3) certified copies of which are on file in the office of the city clerk, marked and designated "Standard Designs of Common Engineering Structures—2007 Edition." Said document is adopted by reference as the standard specifications of the city of Merced.
Copies of the standard specifications shall be maintained on file in the office of the city clerk and city engineer.

18.32.020 - Generally.¶
The subdivider shall install improvements in accordance with the standards specified in this title and in the standard specification referred to in Section 18.32.010, the master plan of streets, and any applicable specific plan.

18.32.030 - Streets and alleys.¶
All streets and alleys shall be improved in accordance with the requirements of the standard specifications referred to in Section 18.32.010.

18.32.040 - Drainage facilities.¶
Drainage facilities shall be installed as deemed necessary by the city engineer to provide for the removal of surface water. Drainage facilities shall be of a character and design approved by the city engineer and in accordance with the requirements of the standard specifications referred to in Section 18.32.010, in order to insure proper grading and erosion control including the prevention of sedimentation or damage to off-site property.

18.32.050 - Curbs and gutters.¶
Curbs and gutters shall be installed to grades, cross-section, layout and location approval by the city engineer.

18.32.060 - Sidewalks.¶
Sidewalks shall be installed along all streets and may be required in other locations where sidewalks are deemed necessary by city standard.

18.32.070 - Sewage disposal.¶
Sanitary sewer facilities connecting with the existing city system shall be installed to serve each lot. Sewers shall be installed to grades, location, design and sizes approved by the city engineer in accordance with the provisions of applicable laws of the city.

18.32.080 - Water.¶
Water mains connecting with the existing city system shall be installed to serve each lot. Water mains shall be installed to grades, location, design and sizes approved by the city engineer.

18.32.090 - Street lights.¶
Street lighting standards, underground cables or conduit and conductors and all materials and appurtenances necessary shall be installed of a design and location approved by the city engineer. There shall be at least one (1) electrolier at each intersection.

18.32.100 - Railroad crossings.¶
Provisions shall be made for any and all railroad crossings necessary to provide access to or circulation within the proposed subdivision, including the preparation of all documents necessary for application to the California State Public Utilities Commission for the establishment and improvement of such crossing. The cost of such railroad crossing improvement shall be borne by the subdivider.

18.32.110 - Traffic-control devices.¶
Traffic-control devices shall be provided as directed by the city engineer. The subdivider may be required to deposit a traffic impact fee as established by city council resolution or ordinance.

18.32.120 - Drainage facilities—Additional fees.¶
Whenever the city, by ordinance, has adopted a drainage plan for a particular drainage area pursuant to Section 66483 of the Government Code of the state, each subdivider of a subdivision, any part of which is located within the boundaries of such a drainage area and the tentative map of which is filed after the effective date of this section, shall pay to the city at the time of approval of the final map, as a condition of such approval, such fees as may be required by such ordinance.

18.32.140 - Monuments—Generally.¶
At the time of making the survey for the final map, the engineer or surveyor shall set monuments to conform with the standards described in Article 9 of the Map Act and as required by this title.

18.32.150 - Monuments—Permanent.¶
Permanent monuments as required by the standard specifications of the city shall be set at each corner and angle point in the exterior boundaries except where such monuments already exist in the proper positions. The exterior boundary of the subdivision shall be adequately monumented or referenced before the final map is recorded.

18.32.160 - Monuments—Interior.¶
Interior monuments shall be set as required by the standard specifications of the city. Interior monuments need not be set at the time the map is recorded, if the requirements of Article 9 of the Map Act have been met.

18.32.170 - Fahrens Creek bikeway, Cottonwood Creek bikeway and Black Rascal Creek bikeway.¶
A. The Fahrens Creek bikeway consists of a minimum twenty-five-foot-wide right-of-way with an eight-foot-wide main bike path with landscaping on both sides, a portion of which stretches north along Fahrens Creek approximately seven thousand six hundred linear feet from Yosemite Avenue (extended) to Cardella Road (extended). The above described portion of the bikeway includes three main bike path bridges (eight feet wide) and one undercrossing where it intersects the extension of Lehigh Drive (collector street). Additional access to the main bike path is provided by eight connector bike paths (approximately one thousand four hundred linear feet), including two connector bike path bridges (six feet wide).
B. The Cottonwood Creek bikeway consists of a minimum twenty-five-foot-wide right-of-way with an eight-foot-wide main bike path with landscaping on both sides, a portion of which stretches east along Cottonwood Creek approximately thirteen thousand two hundred linear feet from the intersection of Cottonwood Creek and Fahrens Creek to Gardner Avenue (Parsons Avenue extended). The above described portion of the bikeway includes one main bike path bridge (eight feet wide) and two undercrossings where it intersects the extensions of Dunn Road (collector street) and Paulson Road (collector street). Additional access to the main bike path is provided by fifteen connector bike paths (approximately one thousand seven hundred fifty linear feet), including seven connector bike path bridges (six feet wide).
C. The Black Rascal Creek bikeway consists of a minimum twenty-five-foot-wide right-of-way with an eight-foot-wide main bike path with landscaping on both sides, a portion of which stretches east along Black Rascal Creek approximately five hundred linear feet near the northwest corner of Rahilly Park from the existing terminus of the bikeway at Rods Court, and from Parsons Avenue to McKee Road.
D. The subdivider and/or developer shall install and dedicate the above mentioned improvements, including landscaping, in accordance with adopted city standards. Upon completion of the improvements to the satisfaction of the city, the city shall reimburse the subdivider and/or developer as follows:
Eight dollars per linear foot of main bike path;
Seven dollars per linear foot of connector bike path;
Forty thousand dollars or actual cost, whichever is lower, per main bike path bridge;
Twenty-five thousand dollars or actual cost, whichever is lower, per connector bike path bridge;
Seventy-five thousand dollars or actual cost, whichever is lower, per collector street undercrossing;
Fifty cents per square foot of landscaping.
E. The subdivider and/or developer shall install and dedicate the Parsons Avenue undercrossing in accordance with adopted city standards. Upon completion to the satisfaction of the city, the city shall reimburse the subdivider and/or developer for actual costs of construction, not to exceed two hundred and twenty thousand dollars.
