18.04.010 - Short title.¶
This chapter may be cited as "subdivision regulations of the city of Merced," or by its short title, "subdivision regulations."

18.04.020 - Purpose.¶
The purpose of this title is to supplement and implement the Subdivision Map Act. The provisions of this title are intended to control those matters permitted by the Subdivision Map Act to be prescribed by local ordinance, and not to republish those provisions of the Subdivision Map Act which are mandatory. All provisions of the Subdivision Map Act which are mandatory in nature are incorporated by reference in this title.

18.04.030 - Planning commission—Powers and duties.¶
A. The Merced city planning commission, hereinafter referred to as the planning commission, is designated as the advisory agency with respect to subdivisions as provided in the Subdivision Map Act.
B. The planning commission shall have such powers and duties with respect to tentative maps, parcel maps, final maps, and lot line adjustments, and the procedure relating thereto, which are specified by this title.

18.04.035 - Site approval committee.¶
A. The site approval committee, created by Section 20.68.030, is authorized to act on requests for extension of time for filing a final map.
B. The committee may refer any request to the planning commission for action if the committee feels that the request involves a significant policy decision.

18.04.040 - Compliance with chapter mandatory.¶
It is unlawful for any person, as a principal agent, or otherwise to:
A. Divide real property in any manner that constitutes a subdivision, unless and until all the requirements of this title have been complied with; or
B. Sell, lease, or divide for purposes of financing, or contract or offer to sell, lease or divide for purposes of financing, any division of land that constitutes a subdivision, unless and until all the requirements of this title have been complied with.

18.04.050 - Conflict of interest.¶
When any provision of the Subdivision Map Act or of this title requires the execution of any certificate or affidavit or the performance of any act by a person in his official capacity who is also a subdivider or an agent or employee thereof, the certificate or affidavit shall be executed or the act shall be performed by some other person duly qualified therefor and designated so to act by the council.

18.04.060 - Subdivision Map Act.¶
The provisions of this title shall be in addition to and shall be considered as supplementing the provisions of the Subdivision Map Act of the state.

18.04.070 - Filing fees.¶
Filing fees shall be paid for the processing of tentative and final subdivision and parcel maps and for other procedures required or authorized by this title. The city council shall establish the filing fees by ordinance or resolution adopted from time to time.

18.04.080 - Permits.¶
No building permit, or other required permit, shall be issued unless the provisions of this title are fully complied with, and any permit issued in violation of the provisions of this title are null and void.
