9.20.010 - Permit required to erect barbed wire fences.¶
It shall be unlawful for any person to construct, erect, build, permit, or maintain in or upon any real property or premises within the City any barbed wire fence, or any fence any portion of which is composed of barbed wire, without first obtaining a permit in writing from the Council so to do.

9.20.020 - Application for permit.¶
Any person desiring a permit as required under the provisions of Section 9.20.010 of this chapter shall file an application with the City Clerk therefor which application shall set forth the name and address of the applicant, the legal description of the property upon which it is proposed to erect such fence, a complete description of such fence, a statement of the purpose for which such fence is being erected or is to be maintained, and the reason why the applicant desires to use barbed wire.

9.20.030 - Granting or denial of permit.¶
The City Clerk shall present such application to the Council for its consideration. The Council may take such application under advisement pending its consideration thereof and may hold a hearing with reference thereto. The Council may grant or refuse to grant any such permit, and its decision, after the hearing held upon not less than five (5) days' written notice given to the applicant, shall be final and conclusive. The Council in granting any such permit, if the same is granted, may prescribe such terms and conditions in connection with the permit as it may deem advisable, including the furnishing of a policy of public liability insurance which shall inure to the benefit of any and all persons who may suffer injury to their persons or property by virtue of any such fence or the existence thereof, or of any portion thereof, referred to in the permit.
