Chapter 17.16 — PRELIMINARY MAP

17.16.010 - Purpose of the preliminary map.

The purpose of a preliminary map is to expedite the processing of the tentative and final maps and to acquaint the developer with county requirements and standards. Staff will review the map and the subdivider shall meet with the subdivision review committee to discuss the proposed subdivision design, dedication requirements, improvement requirements, subdivision standards, applicable processing procedures, plans, policies and information the County may require of the subdivider.

17.16.020 - Statement, title report and map submission.

A preliminary map filed by the subdivider shall be submitted to the planning department prior to filing the tentative or vesting tentative subdivision map with the following:

A.

Twelve copies of the preliminary map.

B.

A written statement showing the name and address of the subdivider, and such name and address shall be the sole person or firm to which notice shall be given by the county in connection with such proceedings;

C.

A preliminary map filing fee as set by resolution of the board of supervisors.

17.16.030 - Map details.

A map delineating in simple form the proposed layout of streets, lots and other features in relation to existing conditions shall be submitted. Photographs, aerial photos, maps, models or other special information may be submitted to supplement the sketch plan. The map or drawing shall show, at a minimum:

• The subdivision name, if any;

• Scale;

• North arrow;

• Date;

• Perimeter boundary line;

• Unusual features of terrain such as major rock outcrops, tree masses, water courses in and adjacent to the proposed subdivision;

• Existing public utilities;

• Sanitary sewer facilities;

• Main traffic arteries;

• Railroads;

• Existing structures; and

• Other features considered pertinent by the subdivision committee.

17.16.040 - Land uses.

The preliminary map shall contain a statement or diagram showing land proposed to be devoted to residential, commercial, industrial, public or other uses, and the minimum lot sizes thereof.

17.16.050 - Improvements.

The preliminary map shall contain a statement of the proposed type, kind and source of water supply, sewage disposal, roads and drainage improvements.

17.16.060 - Location map.

The preliminary map shall contain a scale diagram, drawing or key map showing the relationship of the proposed subdivision to the existing facilities and other developments in the general area which serve or influence it.

17.16.070 - Hearing on preliminary map.

A.

The planning department shall set the preliminary map for a hearing by the subdivision committee at its next regular meeting, or within thirty days of the submission of said map, whichever shall occur last, or within thirty days after the board's decision.

B.

The subdivider shall be given ten days written notice of the time and place of the subdivision committee consultation meeting.

C.

The subdivider shall be given an opportunity to present the subdivision proposal and any other data before the committee.

17.16.080 - Action and report of subdivision committee.

The subdivision committee shall consider the preliminary map in its relationship to the general plan of the county, present and future development in the area and the improvement standards of the county as the same are prescribed by the planning commission the board of supervisors and this title. The committee shall, within thirty days after the close of its meeting, file with the planning department a written report on the preliminary map. A copy of said report shall be forwarded to the subdivider. The report shall state recommendations and set forth requirements for changes or desirable improvements in the map and shall refer the subdivider to such other public and private agencies for further consultation as may be desirable. The report shall indicate the advisability of dedication and reserving suitable areas for dedication of sites for public facilities as provided for by Division 2, Chapter 4, Articles 3 and 4, respectively, of the Government Code that will or may be required or recommended in the subdivision; indicate improvements, street pattern, lot arrangement and advise on any other items or special problems which may arise.

17.16.090 - Filing.

The tentative map shall be filed with the planning department no later than one year after the date on which the subdivision committee's preliminary report was filed with the planning department. Six month extensions may be granted or denied at the planning director's discretion.

17.16.100 - Objections to report of subdivision committee.

Any subdivider dissatisfied with the report may request modifications by filing with the planning department within fifteen days of the date of the report, at the time the tentative or vesting tentative map is filed, a written statement setting forth the following:

A.

The particular part of the report objected to;

B.

A specific statement of what the report should contain;

C.

A statement of reasons for the proposed change in the report;

D.

Engineering data prepared by a civil engineer if the proposed change involves improvements or an installation.

The planning commission shall consider preliminary map reports and decide the requested modifications at the time of the planning commission hearing on the tentative or vesting tentative map.
