Sec. 7.90. Title.¶
This article may be cited as the “City of Los Angeles Relocation Assistance Ordinance.”

Sec. 7.91. Application.¶
The procedures of this article shall apply to all relocation payments made or other relocation assistance given when real property is acquired by the City of Los Angeles, excepting real property acquired by or for departments having control of their own funds. It shall be applicable to such departments if and when the Board of Commissioners of such a department shall adopt a resolution electing to make payments hereunder.

Sec. 7.92. Authority.¶
The procedures of this article are adopted pursuant to the authority of Chapter 16 (commencing with Section 7260), Division 7, Title 1, of the Government Code of the State of California.

Sec. 7.93. Relocation Assistance to Be Provided, Funding.¶
Whenever the City of Los Angeles acquires real property for public use, relocation assistance, as provided in this article, shall be paid to, or for the benefit of, the occupants of said real property. The cost of providing such relocation assistance shall be paid from funds appropriated
or otherwise made available for the acquisition of real property or rights therein for the project for which said real property or rights are acquired.

Sec. 7.95. Review of Procedure – Facilities Projects.¶
Any person dissatisfied with the amount of relocation assistance made available to such person for property being acquired for a Facilities Project, as defined in Chapter 21, Article 1.5, Section 22.500.1 of this Code, may have the amount reviewed by the Board of Commissioners of the department having control of the funds appropriated or otherwise made available for the acquisition of the subject real property, which is hereby designated as the Appellate Board for Relocation Assistance for Facilities Projects, as defined in this Code. The Board of Commissioners of the department having control of the funds appropriated or otherwise made available for the acquisition is authorized to promulgate rules for said review and appeal.

Sec. 7.96. Review of Procedure – Infrastructure Projects.¶
Any person dissatisfied with the amount of relocation assistance made available to such person, for property being acquired for an Infrastructure Project, as defined in Chapter 21, Article 1.5, Section 22.500.2 of this Code, may have the amount reviewed by the Program Director; and if still dissatisfied may appeal to and receive a hearing before the Board of Public Works, which is hereby designated as the Appellate Board for Relocation Assistance for Infrastructure Projects. The Program Director and the Board are each, respectively, authorized to promulgate rules for said review and appeal.

Sec. 7.97. Relocation Assistance Planning and Procedures Committee.¶
There is hereby established the “Relocation Assistance Planning and Procedures Committee” . Said committee is authorized and instructed to recommend the standards, schedules, and procedures, in accordance with the intent of this article, under which the Relocation Assistance Program shall be administered. Said standards, schedules and procedures and all amendments thereto shall be in writing. Said standards, schedules and procedures shall be entitled “Relocation Rules and Regulations” and shall not become effective until approved by the Council of the City of Los Angeles. Said standards, schedules and procedures shall be available for distribution to all persons desiring a copy. Said committee may also advise the Program Director and the Board of Public Works and the General Manager of the Department of General Services regarding rules for review and appeal. The committee chairperson shall be Program Director of the Relocation Assistance Program. The other members of the committee shall be the following persons, or their representative designated in writing:
Director of the Office of Administrative and Research Services, City Engineer, Administrator of the Community Redevelopment
Agency, City Controller, Director of Planning, City Attorney, President of the Board of Public Works, General Manager of the Los Angeles Housing Department, Administrator of the City Housing Authority, and General Manager of the Department of General Services.

Sec. 7.98. Program Director.¶
The City Engineer or the designee thereof, is hereby designated as the Program Director for the Relocation Assistance Program of the City of Los Angeles, and is hereby authorized to administer said program. Among the other powers of the City Engineer, and subject to budgetary appropriation therefor, the Program Director may enter into contracts with public agencies or private persons to provide specialized services required by said program.
