Sec. 23.49. The Harbor Department and Its Management.

(a) Charter Section 600 establishes a department within the government of the City of Los Angeles known as the Harbor Department.

(b) Pursuant to Charter Sections 600 and 501, a board of five commissioners, known as the Board of Harbor Commissioners (“Board”), manages and controls the Department.

In accordance with Charter Section 650, at least one member of the Board shall reside within the Residency Area of San Pedro, and at least one member of the Board shall reside within the Residency Area of Wilmington. The “Residency Area of San Pedro” shall coincide with the combined area of the boundaries certified for the Central San Pedro Neighborhood Council, Coastal San Pedro Neighborhood Council, and the Northwest San Pedro Neighborhood Council. The “Residency Area of Wilmington” shall coincide with the boundary certified for the

Wilmington Neighborhood Council.

(c) The Department General Manager shall be appointed and may be removed as set forth in Charter Section 604.

(d) The Harbor Department shall have such powers as are conferred upon it by the Charter as more specifically set forth in Charter Article VI [Sections 600-610, 650-657] as supplemented by applicable provisions of Article V [Sections 500-514] and elsewhere.
