Sec. 22.634. Actions Requiring Mayor and Council Approval.¶
The following actions of the Board shall require prior approval of the City Council and the Mayor in order to become effective and before their implementation:
1. Master plans, development plans, and amendments thereto.
2. Debt financing of any kind.
3. The annual budget for the Department, including expenditures for capital improvements, and amendments, deletions or additions
thereto.
4. Creation of all personnel authority.
5. Notwithstanding the provisions of this section, the City Council, the Arts, Health and Humanities Committee of the City
Council, or the Chair of said Committee may at any time require a report from the Board on any subject properly under the jurisdiction
of the Board.
