2.75.010 - Creation.¶
Pursuant to section 34120.5 of the Health and Safety Code, there is hereby created a community development committee, hereinafter referred to in this Chapter as the "Housing Advisory Committee" or "Committee."

2.75.020 - Membership and Qualifications.¶
A.
The Housing Advisory Committee shall be composed of eleven members, all of whom shall be appointed by the Board of Supervisors of the County of Los Angeles.
B.
The members of the Committee shall be as follows:
Five Nontenant Members. Each of the five nontenant members of the Committee shall possess a demonstrated interest in and knowledge of housing needs in the community, and a history of active involvement and leadership in community affairs.
Five Tenant Members. Five of the members of the Committee shall be tenants of properties owned or managed by the Los Angeles County Development Authority, hereinafter referred to in this chapter as the "Authority," or participants in the United States Department of Housing and Urban Development Section 8 Tenant-Based Rental Assistance Program. Collectively, these five members are referred to as the "tenant members." One of these five tenant members shall be over 62 years of age, if the Authority has tenants of such age.
One Formerly Homeless Tenant Member. One of the members of the Committee shall be a formerly homeless individual who is also a tenant of properties owned or managed by the Authority or a participant in the United States Department of Housing and Urban Development Section 8 Tenant-Based Rental Assistance Program.

2.75.030 - Terms.¶
A.
The nontenant members of the Committee shall serve for terms of four years from the date of their appointment.
B.
The tenant members (including a formerly homeless tenant member) shall serve for terms of two years from the date of their appointment.
C.
Upon a vacancy occurring in the Committee, a successor shall be appointed by the Board of Supervisors. When a vacancy occurs by reason of expiration of a term of office, a successor to a nontenant member shall be appointed for a term of four years, and a successor to a tenant member (including a formerly homeless tenant member) shall be appointed for a term of two years.
D.
When a vacancy occurs for any reason other than the expiration of a term of office, a successor, either to a nontenant member or a tenant member (including a formerly homeless tenant member), shall be appointed to fill the vacancy for the unexpired term of his predecessor.
E.
Successors to tenant members (including a formerly homeless tenant member) shall also be tenants of the Authority or participants in the Section 8 Tenant-Based Rental Assistance Program. If a tenant member ceases to be a tenant of the Authority or ceases to be a participant in the Section 8 Tenant-Based Rental Assistance Program, he or she shall be disqualified as a member of the Committee, and another tenant member shall be appointed to fill the unexpired term.

2.75.050 - Tenure.¶
The members of the Committee shall serve at the pleasure of the Board of Supervisors. Their tenure is also subject to the provisions of Section 5.12.050.

2.75.060 - Duties and Powers.¶
The functions of the Committee shall be to review and make recommendations on all matters to come before the Authority prior to Authority action, except emergency matters, and matters which the Authority, by resolution, excludes from Committee review and recommendation. The Board of Supervisors shall, by ordinance or resolution, provide for procedures for the review and recommendation on such matters, and for further functions of the Committee, and may delegate any of its functions as the Authority to the Committee.

2.75.070 - Stipend.¶
A.
For each scheduled meeting of the Committee attended, each member shall be paid a stipend of $50 for up to 12 meetings in any one calendar year.
B.
The Committee may meet more than 12 times in one calendar year; however, no stipend will be provided for such additional meetings.

2.75.080 - Expenses.¶
The members of the Committee shall also be reimbursed for their actual and necessary traveling expenses when they are required to travel in the performance of their duties, including transportation, meals and lodging, in accordance with the provisions of Chapter 5.40 of this code.

2.75.090 - Meetings.¶
The Committee shall provide for the time and place of holding their regular meetings. Such Committee shall meet not less than quarterly. The Committee shall hold all of its public meetings at a time convenient to most tenants of Authority-owned projects, and in a public room large enough to accommodate the persons who may reasonably be expected to attend.

2.75.095 - Quorum.¶
A quorum of the members of the Committee is a majority of the members who have been appointed.

2.75.100 - Operating Procedures.¶
The Committee shall enact rules and regulations which may include provisions relating to the time and place of holding meetings, election of officers, terms of offices, responsibilities of officers and staff, structure of subcommittee or advisory councils, or grievance panels, and such other rules and procedures for its operation.

2.75.110 - Tenant Disputes.¶
The Committee is delegated full, complete, and final responsibility to hear, determine and resolve all Authority-tenant complaints and problems. Determination of the committee shall be the final administrative remedy regarding such tenant complaints and problems.

2.75.120 - Status.¶
The Committee is not an agency or department of the County of Los Angeles or the Authority, and Committee members, or employees or staff, if any, are not employees or agents of the County of Los Angeles or the Authority.
