2.58.010 - Declaration of Necessity.¶
Pursuant to section 34115 et seq. of the Health and Safety Code of the State of California, there is declared a need for a community development commission to function in the County of Los Angeles, and that said commission shall operate and govern the housing authority functions of the County of Los Angeles.

2.58.020 - Board to be Los Angeles County Development Authority.¶
Pursuant to section 34120 of the Health and Safety Code of the State of California, the Board of Supervisors of the County of Los Angeles declares itself to be the Los Angeles County Development Authority.

2.58.021 - Los Angeles County Development Authority.¶
The community development commission shall be known and designated as "the Los Angeles County Development Authority." Whenever the terms "Community Development Commission" or "Housing Authority" are used in this code, it shall be deemed to mean "the Los Angeles County Development Authority."

2.58.030 - Rights, Powers, Duties, and Responsibilities.¶
The Board of Supervisors of the County of Los Angeles declares that the Los Angeles County Development Authority shall be vested with the rights, powers, duties, and responsibilities of the Commissioners of the Housing Authority of the County of Los Angeles. The Housing Authority of the County of Los Angeles shall no longer have any rights, powers, duties, and responsibilities as a legal entity separate and apart from the Los Angeles County Development Authority, it being the express intention of the Board of Supervisors to operate the housing authority functions under the Los Angeles County Development Authority

2.58.040 - Job Order Contracts.¶
A.
Job Order Contracts—Projects of $330,000 or Less.
In accordance with authority provided by Article 3.5, Chapter 1, Part 3, Division 2, sections 20128.5 and 20145, of the Public Contract Code, and pursuant to Article 3.7, Chapter 1, Part 3, Division 2, sections 20155 through 20155.9, of the Public Contract Code, the Executive Director of the Los Angeles County Development Authority ("Executive Director") is authorized to act in place of the Board of Supervisors in approving a project that is performed on behalf of the County of Los Angeles under a previously-awarded order contract, if the amount to be paid to the contractor for the project does not exceed three hundred thirty thousand dollars ($330,000).
The Executive Director shall exercise his or her authority in conformance with the following procedures:
a.
Authorization of Project Work Orders. The Executive Director is authorized to issue a project work order, with monetary authorization, after there has been a scoping meeting with the contractor and the contractor has submitted a cost proposal for a scope of work that is approved by the Executive Director.
b.
Acceptance of Projects. The Executive Director is authorized to accept such projects and file notices of completion upon final completion of the projects. The Executive Director may also approve the release of the retention money withheld, pursuant to the applicable provisions of the Public Contract Code. The Executive Director is further authorized to grant extensions of time on such projects due to delay deemed to be beyond the contractor's control, and to assess liquidated damages, as authorized by Government Code section 53069.85 and the contract specifications.
B.
Job Order Contracts—Projects Approved by the Board of Supervisors.
In accordance with authority provided by Article 3.5, Chapter 1, Part 3, Division 2, sections 20128.5 and 20145, of the Public Contract Code, and pursuant to Article 3.7, Chapter 1, Part 3, Division 2, sections 20155 through 20155.9, of the Public Contract Code, the Executive Director is authorized to perform the following acts or actions with respect to job-order- contract projects that have been approved by the Board of Supervisors in conformance with the following procedures:
a.
Authorization of Project Work Orders. The Executive Director is authorized to issue a project work order, with monetary authorization, after there has been a scoping meeting with the contractor and the contractor has submitted a cost proposal for a scope of work that is approved by the Executive Director.
b.
