2.56.010 - Created.¶
There is created an advisory commission, in and for the City, to be known and designated as the Commission on Youth and Families.

2.56.020 - Purpose.¶
The purpose of the Commission shall be to advise the Mayor and City Council of the needs, concerns, and problems of youth and families, to make policy recommendations regarding the City's efforts to serve youth and families, to promote coordination between the City of Long Beach, the Long Beach Unified School District, other county, state and national organizations, and community agencies, and to recognize outstanding contributions or accomplishments on behalf of Long Beach youth and families.

2.56.030 - Duties.¶
The duties of the Commission shall be to advise and make recommendations to the City Council on matters pertaining to youth and families, and more specifically to do the following:
A. To promote coordination among youth and family serving agencies with a strong focus on the coordination between the City and the Long Beach Unified School District;
B. To serve as an advisory body to the Department of Parks, Recreation and Marine on matters pertaining to youth and family programs;
C. To hold an annual youth forum led by the youth members, with mentorship from the adult members, that would engage youth from throughout the community in a conversation about the issues and concerns they feel are facing the youth today, as well as their suggested solutions. The outcome would be reported to the Commission and the City Council;
D. To support efforts to promote current City initiatives that benefit youth and families, including but not limited to: My Brother's Keeper, Building Healthy Communities and All Children Thrive. The Commission shall receive and file reports from committees working with these initiatives as well as review new initiatives focused on youth and families; and
E. To perform such other duties related to youth and families as may be requested from time to time by the City Council.

2.56.040 - Members.¶
A. The Commission shall be comprised of nine (9) members as follows:
Seven (7) adult members; and
Two (2) youth members under the age of nineteen (19) at the time of appointment.
B. At least one (1) adult member of the Commission shall be a board member of the Long Beach Unified School District Board of Education.
C. All members of the Commission should possess experience working with or serving youth and/or families. Although not required, it is desired that members possess experience and expertise in one or more of the following areas related to youth and family services: social services, health services, job training, education, early childhood development, juvenile justice or safety, and services related to youth and children's "out of school" activities.
D. When a youth member reaches the age of twenty-one (21), then the appointment of that youth member shall automatically end and another youth member who meets the criteria described in this Section shall be appointed to fill the remainder of that term.

2.56.050 - Applicability of Chapter 2.18 of the Long Beach Municipal Code.¶
Except as provided in this Chapter, the Commission shall operate and conduct its business in accordance with the provisions of Chapter 2.18 of this Code entitled "Advisory Boards, Commissions and Committees."
