2.24.010 - Created.

There is created a Board of Health and Human Services, in and for the City, to be known and designated as the Board of Health and Human Services of the City.

2.24.020 - Members.

The Board shall consist of fifteen (15) members. All members must have a commitment to improving health in the City of Long Beach. Six (6) of said members shall be State licensed health professionals as follows: two (2) shall be physicians or surgeons, one (1) shall be a dentist, one (1) shall be a pharmacist, one (1) shall be a nurse (public health experience preferred), and one (1) shall be a veterinarian. Of the remaining nine (9) members, one (1) shall be a representative of the Long Beach Unified School District (nutrition and/or health background preferred), one (1) shall be a mental health professional, one (1) shall be an environmental health professional, one (1) shall represent a hospital or healthcare organization, and five (5) shall be selected to provide broad representation to the community and shall be knowledgeable in the health and human services area. At least a majority of all members of the Board must reside in the City at the time of appointment, and must maintain residence within the City at all times during their service on the Board. Every effort should be made to appoint a Board which reflects the ethnic and gender composition of the City. A member who is or has been a member of the governing board or committee, or an officer, executive, employee, or a member of an entity or organization which applies for funds for human or social services from the City, shall refrain from participating in the discussion and consideration, and from influencing, either directly or indirectly, and shall abstain from any vote, regarding said application.

2.24.030 - Duties of Department Director and Health Officer.

The Department Director and Health Officer of the City shall be ex officio and additional members of the Board of Health and Human Services.

2.24.040 - Meetings.

Immediately following their appointment, the Board shall meet upon the call of the Department Director, and shall organize by electing one (1) of its members Chairman and any other officer it may deem advisable, said officers to serve for a period of one (1) year in such capacity. At said meeting, the Board shall select a regular meeting place and time, which regular meetings shall be held monthly. Special meetings may be called by the Chair at any time; and upon request from the Department Director, the Chair shall call such a meeting.

2.24.050 - Advisory duties.

The Board shall act as an advisory body to consult with and advise the Department Director, the Council and City Manager on matters relating to public health in the City including community health safety issues concerning impacts of animals on matters related to disease and public health, to conduct hearings on matters pertaining to the public health and social service affairs of the City, and to report any findings or recommendations to the proper authorities for action.

2.24.060 - Appropriation for expenses.

The Council shall appropriate such monies, at its discretion, as it may deem necessary for the purpose of defraying the actual expenses of carrying on the activities of the Board.
