20.08.105 - Application.

As provided for in Sections 21, 21001 and 21113(c) of the California Vehicle Code, all provisions of the Vehicle Code relating to traffic upon highways are applicable and shall be enforced on traffic operating on Lincoln Municipal Airport. Methods of enforcement, either citation or arrest, shall be the same on Lincoln Municipal Airport as any other highways as defined in the Vehicle Code.

20.08.110 - Qualifications of drivers.

It is unlawful for any person to operate a motor vehicle, whether a private automobile or commercial vehicle, unless the operator possesses a current and valid operator's license as required by the Vehicle Code for the type of vehicle being operated.

20.08.115 - Speed limits.

Unless otherwise posted pursuant to regulations issued by the director, it is unlawful to operate a motor vehicle at a speed which exceeds:

(1) Twenty-five miles per hour upon a street or road;

(2) Ten miles per hour in an automobile parking lot;

(3) Except as otherwise provided, 35 miles per hour in a runway, taxiway, aircraft parking space or terminal apron space area;

(4) Ten miles per hour if within 15 feet from any parked aircraft, parked motor vehicle or other parked equipment in a runway, taxiway, aircraft parking space or terminal apron space area;

(5) At a speed which exceeds a limit posted pursuant to administrative regulations issued by the director pursuant to Section 20.08.060; and

(6) At a speed greater than is reasonable or prudent having regard for weather, visibility, traffic on, and the surface and width of, the airport street, road or other area, and in no event at a speed which endangers the safety of persons or property.

20.08.120 - Reckless driving.

It is unlawful for any person to operate a motor vehicle recklessly and shall be enforced as provided in the California Vehicle Code.

20.08.125 - Traffic and other signs.

It is unlawful for any person:

(1) To fail to bring a motor vehicle to a complete stop behind any stop sign, before proceeding, or to proceed after completing the stop unless the operator may proceed safely;

(2) To operate a motor vehicle in a direction prohibited by a traffic direction sign;

(3) To operate a motor vehicle within an area posted to prohibit the entry or operation of motor vehicles; or

(4) Remove, deface or damage any sign on airport property.

20.08.130 - Right-of-way.

It is unlawful for any person to operate a motor vehicle in violation of any of the following right-of-way regulations:

(1) Pedestrian traffic and taxiing aircraft shall at all times have the right-of-way over motor vehicle traffic.

20.08.135 - Intoxication—Motor vehicle.

It is unlawful for any person to operate a motor vehicle under the influence of an alcoholic beverage or any drug, or under the combined influence of an alcoholic beverage and any drug and shall be enforced as provided in the California Vehicle Code.

20.08.137 - Intoxication—Aircraft.

It is unlawful for any person to operate an aircraft while under the influence of an alcoholic beverage or any drug, or under the combined influence of an alcoholic beverage and any drug.

20.08.140 - Vehicle occupancies and loads.

It is unlawful for a person to operate any motor vehicle which is overloaded or carrying more passengers than that for which the vehicle is designed or rated.

20.08.145 - Hangars.

It is unlawful for any person to operate a motor vehicle in any hangar unless the vehicle is equipped with exhausts protected by screens or baffles to prevent the escape of the propagation of flame.

20.08.150 - Runways.

Only emergency street vehicles such as police vehicles, fire vehicles, ambulance vehicles, maintenance vehicles and city staff vehicles are allowed access to the runway unless vehicle has permission of the director.

20.08.155 - Vehicle lights and reflectors.

Between the hours of sunset and sunrise, it is unlawful in a runway, taxiway, aircraft parking space or terminal apron space area to operate a motor vehicle which does not display the following: normal operating headlights and taillights; two red reflectors on each side and on the rear of the vehicle. It is unlawful to operate a nonmotor propelled cart or trailer in such areas which does not display two amber reflectors on each side, two amber reflectors on the front and two amber reflectors on the rear. All reflectors required by this section shall be visible for at least 500 feet when reflecting normal vehicle headlights.

20.08.160 - Fuel tenders.

Except as otherwise provided by regulations issued by the director pursuant to Section 20.08.060, it is unlawful for the operator of a fuel tender to position such vehicle for aircraft fueling purposes in such a manner that such vehicle's rapid removal from the area is impeded or obstructed. It is unlawful for any person to impede or obstruct in any manner whatsoever the movement or removal of any fuel tender in an aircraft fueling position.

20.08.175 - Emergency vehicles.

Upon approach of a police, ambulance, fire truck or other emergency vehicle emitting an audible or visible signal, the operator of a motor vehicle shall drive the vehicle parallel with, and as near as possible to, the right-hand edge of the road, clear of all intersections, and stay at that location until the emergency vehicle has stopped or passed, unless otherwise directed by the airport employee or peace officer.

20.08.180 - Violation.

Violation of any section of this article, or any subsection thereof, shall constitute an infraction except as otherwise provided herein. Each such violation shall be punishable in accordance with the provisions of the California Penal Code or Vehicle Code.
