20.12.010 - Aeronautical activities.¶
A person shall not navigate any aircraft over, or land it upon, or fly it from the airport; or service, maintain or repair any aircraft on the airport; or conduct any aircraft operations on or from the airport otherwise than in conformity with the requirements herein contained; orders issued by the director; regulations established by the FAA under authority of the Federal Aviation Act of 1958 (Public Law 85-726) and amendments thereto, together with any FAA registrations and revisions or amendments thereof; and any state rules and regulations, governing aircraft, not in conflict with rules and regulations of the United States of America.

20.12.020 - Registration of aircraft.¶
(a) The owner of an aircraft based on the airport shall register the aircraft with the manager's office. Any change in ownership will require a change in registration.
(b) The pilot of an aircraft, whose owner or lessee does not have a contract or permit with the Lincoln Municipal Airport, and who intends to be at the airport overnight, shall register at the airport flight line operations office after landing and prior to takeoff.

20.12.030 - Payment.¶
Any payment for use of airport facilities, storage, repairs, supplies or other services, rendered by the airport department, shall be made before flight departure unless credit arrangements are authorized by the director.

20.12.040 - Refusal of clearance.¶
The director may delay or restrict any flight or other operations at the airport for a violation of this title or for reasons of safety to persons or property.

20.12.060 - Disabled aircraft.¶
(a) Disabled aircraft and parts thereof shall be removed promptly from the runways or taxiways to a designated area by owners, at their own expense.
(b) If the owner or pilot refuses to move an aircraft, as directed by the director, the aircraft may be towed away and stored at the owner's expense. The city shall not incur any liability for damage which may result in the course of or after such moving.
(c) If an aircraft is disabled on a runway of the airport, the director may take whatever action is necessary to make the runway safe for other aircraft. The aircraft owner shall bear the expense of such action as well as the expense of any and all damages caused to the disabled aircraft except when permission is required as described in the FARs.

20.12.070 - Aircraft storage and repairs.¶
Aircraft shall be stored and repairs made in the spaces designated for that purpose by the director.

20.12.080 - Engine warm-up.¶
Engine run-up prior to takeoff shall be accomplished on run-up pads or other areas provided for this purpose. No engine run-up shall be permitted in any areas that would create a hazard to persons, aircraft or other property.

20.12.090 - Parking and security of aircraft.¶
A person shall park aircraft only in an area on the airport prescribed by the director. Aircraft shall not be left unattended on the airport, unless it is secured or within a hangar. Owners of such aircraft shall be held responsible for any damage resulting from failure to comply with this rule.

20.12.110 - Lighting facility damage.¶
Any person damaging any light or fixture by means of contact with aircraft in any manner whatsoever shall report such damage to the airport office immediately and shall be fully responsible for any costs required to repair or replace the damaged facility.

20.12.150 - Taxiing rules.¶
(a) A person shall not taxi an aircraft until he has ascertained that there is not any danger of collision with any person or object in the immediate area by visual inspection of the area.
(b) An aircraft shall be operated only in a careful manner or taxied at a safe and reasonable speed.
(c) Aircraft shall be taxied in accordance with the prescribed taxiing patterns established by the airport.
(d) A person shall not run the engine or engines of any aircraft at any location on the airport in such manner as to cause damage to other aircraft or property or in such manner as to blow paper, dirt or other materials across taxiways or runways in such manner as to endanger the safety of operations of the airport.
(e) Each person operating an aircraft on the airport or part of the airport shall comply with the orders, signals and directions of the director or his/her designee except when this conflicts with a pilot's responsibilities as defined in the FARs.
(f) A person may neither start nor taxi any aircraft on the airport in a place where the exhaust blast is likely to cause injury to persons or property. If the aircraft cannot be taxied without violating this subsection, the operator must have it towed to the desired designation.
(g) A person may not move a rotorcraft at a place on the airport (other than a heliport) while its rotors are turning unless there is a clear area of a least 50 feet from the outer tip of each rotor. A person may not move a rotorcraft at a heliport while its rotors are turning unless there is a clear area of at least 20 feet from the outer tip of each rotor.
(h) A person shall not taxi aircraft or rotorcraft into or out of hangars under any circumstances.

20.12.160 - Confinement of aircraft operations.¶
A person may operate an aircraft on the airport only on a surface area prepared for that purpose unless otherwise authorized by the director. A person may use a taxi strip on the airport for a takeoff or landing only if authorized by the director.

20.12.170 - Glider towing.¶
A person shall neither tow nor pull a glider by airplane, motor vehicle or any other method, where such towing or pulling is for the purpose of taking off until the director decides that it may be done without danger to life or property and without interfering with the operations of the airport; and issues a permit.

20.12.180 - Parachute jumping.¶
Parachute jumping within the confines of the airport boundaries, flight patterns, approach zones or 45-degree entry legs, or in any other area around or near the airport is permitted when in compliance with the procedure established hereunder:
(1) The jumper and the aircraft operator must observe all Federal, State, and airport rules and regulations for safe operations.
(2) The jumper and the aircraft operator must notify the airport office and request permission at least 24 hours before the operation.
(3) The aircraft operator shall only use the runway and airport traffic pattern designated for the airport.
(4) The jumper shall only use the landing zone designated by the airport.
(5) The aircraft operator shall only load jumpers into the aircraft from the airport apron located on the east side of airport.
(6) The aircraft operator must provide a current certificate of liability insurance to the airport office before permission will be granted.
(7) The jumper or the aircraft operator must pay a use fee to be established by city council resolution.

20.12.185 - Restricted operations.¶
Operation of ultralight aircraft vehicles, airships, dirigibles, balloons, motorless aircraft, kites and unmanned rockets is permitted when in compliance with the procedures established by the city council and the airport manager.

20.12.190 - Specific operation instructions.¶
(a) Lincoln Municipal Airport is an uncontrolled airport and operates without a control tower. The airport only provides advisory information through a unicom system. Aircraft pilots operating into or out of Lincoln shall be very alert in watching for other aircraft operations. Aircraft using Lincoln shall operate in accordance with Federal Aviation Regulations pertaining to operation at an airport without an air traffic control tower.
(b) All landings and takeoffs shall be made on the runways except as provided in Section 20.12.060.
(c) Prior authorization of the director is required for landings and takeoffs of aircraft of more than 60,000 pounds maximum certificated takeoff weight for all dual axle aircraft and 30,000 pounds for single axle aircraft.
(d) Helicopters shall not be operated within 100 feet of any area when unsecured light aircraft are parked or operating.

20.12.210 - Agricultural operations.¶
(a) Agricultural aircraft operators must request permission to operate at the Lincoln Municipal Airport by giving the airport office a 24-hour advance notice.
(b) Agricultural aircraft operators must observe all of the airport rules and regulations for safe operations, follow the guidelines as set by Advisory Circular 137-1, and use the same pattern and runway as other aircraft in the pattern.
(c) Agricultural aircraft operators must provide a current certificate of liability insurance to the airport office before permission will be granted.
(d) Agricultural aircraft operators must pay a deposit fee and a daily use fee to be established by city council resolution.
(e) The agricultural aircraft operator must provide material safety data sheets (MSDS) on all chemicals to be used/applied.
(f) Trucks and/or trailers containing chemicals are not permitted to park on airport property overnight.
(g) The designated agricultural operations loading area is located on the westside abandoned runway.
(h) The agricultural aircraft operator will not be permitted to use airport water for mixing purposes or for the cleaning of aircraft, equipment, trucks, etc. on airport property.
(i) The disposal of any chemicals or containers on airport property is prohibited.
