20.16.005 - Application.

As provided for in Article 24 of the 1991 Uniform Fire Code, all provisions of Article 24 relating to fire hazards, fueling and flammables are applicable and shall be enforced at the LMA.

20.16.010 - Cleaning of aircraft.

A person shall not use flammable volatile liquid, having a flash point of less than 100 degrees Fahrenheit, on the airport in the cleaning of aircraft engines, propellers or appliances, unless such operations are conducted in open air, or in a room specifically set aside for that purpose. The room must be properly fireproofed and equipped with adequate and readily accessible fire extinguishing apparatus. The director shall designate the open air areas for the cleaning of aircraft as described above.

20.16.020 - Storage.

(a) A person shall neither keep nor store flammable liquids, gases, signal flares or other similar material in the hangars or in any building on the airport; provided that such materials may be kept in an aircraft in the proper receptacles installed in the aircraft for such purpose; or in rooms or areas specifically approved for such storage by the director; or in National Board of Fire Underwriter's approved safety cans.

(b) Lessees and concessionaires shall provide suitable metal receptacles with metal covers for the storage of waste, rags and other rubbish. All used waste and rags or other rubbish shall be removed by the lessees and concessionaires daily or in regular scheduled pickups but not less than one a week. Lessees may contract with other agencies or persons for removal of this material. Method and pickup point are subject to approval of the director.

(c) Waste oil may be disposed of in the oil recovery tank located on the south side of the fuel farm. Disposal on the ground or storm drains of waste oil and other hazardous materials is strictly prohibited. FBOs must dispose of waste oil and other hazardous material in a manner approved by the director.

20.16.030 - Doping.

(a) Doping processes shall be conducted only in properly designated, fireproofed and ventilated rooms or buildings in which all illumination, wiring, heating, ventilation equipment, switches, outlets and fixtures shall be explosionproof, sparkproof and vaporproof, and all windows and doors shall open easily. A person shall neither enter nor work in a dope room while doping processes are being conducted unless such person wears sparkproof shoes. A person shall not smoke while doping. The room or building and the process for doping shall comply with the requirements of the Industrial Safety Division of the state.

(b) Doping of airplanes in open areas outside of buildings is allowed with the prior permit of the director who shall designate the area in which the doping may be done. The doping processes shall be done in the designated area in which all illumination, wiring, heating, ventilation equipment, switches, outlets and fixtures shall be explosionproof, sparkproof and vaporproof. A person shall neither enter nor work in the designated doping area while doping processes are being conducted unless such person wears sparkproof shoes. A person shall not smoke while doping. The process for doping shall comply with the requirements of the Industrial Safety Division of the state.

20.16.040 - Fueling operations.

The following rules govern the fueling and defueling of aircraft:

(1) All aircraft, except aircraft designed for agricultural operations, shall neither be fueled nor defueled while the engine is running, or being warmed by applications of exterior heat, or while such aircraft is in a storage hangar or enclosed space, unless permitted by the director.

(2) A person shall not smoke within 50 feet of an aircraft being fueled or defueled.

(3) A person shall not operate any radio transmitter or receiver; nor switch electrical appliances off or on in an aircraft during fueling or defueling.

(4) During refueling, the aircraft and the fueling dispensing apparatus shall both be grounded to a point or points of zero electrical potential.

(5) A person shall not use any material during fueling or defueling of aircraft which is likely to cause a spark or be a source of ignition.

(6) Adequate fire extinguishers shall be within ready reach of all persons engaged in fueling or defueling aircraft.

(7) Fueling hoses and equipment shall be maintained in a safe, sound and nonleaking condition and shall be of design and make approved by National Board of Fire Underwriters.

(8) All hoses, funnels and appurtenances used in fueling and defueling operations shall be equipped with a grounding device to prevent ignition of volatile liquids.

(9) Persons engaged in the fueling and defueling of aircraft shall exercise care to prevent overflow of fuel. Persons in charge shall take proper measures to remove volatile liquid when it is spilled during transfer.

20.16.050 - Storage in apron area.

Gasoline, oil and solvent drums or receptacles shall not be stored on apron and ramp areas in excess of amounts actually needed as current stock. Any material of this type that is kept enclosed and covered shall be in a housing of a design and type as meets the approval of the director.

20.16.060 - Fire equipment.

A person shall neither remove nor cause to be removed from its holder, container, reel or bracket any equipment or device used in fire protection, except in case of emergency or fire. In any event, such equipment shall not be taken from any hangar or building for standby use by any person or for any use other than for which it is intended, without permission from the director. Use of such equipment shall be reported immediately to the director.

20.16.070 - Other regulations.

All regulations and recommendations of the California Industrial Safety Division, National Fire Protection Association, and the Federal Aviation Administration shall be adhered to with regard to all aspects of fueling and handling of inflammables.

20.16.080 - Liquid disposal.

Fuel, oils, dopes, paints, solvents or acids shall neither be disposed of nor dumped in drains, basins or ditches or elsewhere on the airport.
