§ 2.36.020. Adoption of personnel rules and regulations.

Personnel rules and regulations of the county of Lassen shall be adopted and established by resolution to facilitate efficient and economical services to the public and to provide for an equitable system of personnel management. Such personnel rules and regulations shall apply to department heads, confidential employees, and represented employees for those personnel provisions which are not covered by their respective memoranda of understanding. Such personnel rules and regulations shall be maintained in the personnel office and available for inspection and copying during normal business hours. Any and all revisions to these personnel rules and regulations shall be adopted by the board of supervisors by resolution at a regularly scheduled meeting and shall become effective on the date and time adopted unless otherwise determined by the board at the time of adoption.

§ 2.36.030. Board of supervisors' salary, benefits and expenses.

Each member of the board of supervisors shall receive an annual salary of thirty-eight thousand nine hundred seventy-six dollars, reflecting two percent increase effective at the beginning of the first pay period which commences from and after thirty days after final passage and approval of the ordinance codifying this section. Effective at the beginning of the first full pay period following July I, 2022, each member of the board of supervisors shall receive an increase to their annual salary of two percent to thirty-nine thousand seven hundred fifty-six dollars. Effective at the beginning of the first full pay period following July I, 2023, each member of the board of supervisors shall receive an increase to their annual salary of two percent to forty thousand five hundred fifty-one dollars.

Members of the board of supervisors will receive no other benefits except those extended to all other elected officials, including, but not limited to, health benefits, workers compensation insurance, life insurance, and the California Public Employees Retirement System, excluding sick leave, vacation and holiday pay. Travel by board members will be reimbursed at the same rate as for other elected officials. Board members shall be entitled to mileage reimbursement for in-county travel, including travel to and from board meetings from their place of residence.

§ 2.36.035. Expenditures for training and orientation of supervisor-elect.

(a) Upon request of a supervisor-elect, county general fund monies may be used prior to the assumption of office by that supervisor-elect, for the training and orientation of that supervisor-elect including the payment of course fees, travel and per diem expenses, course materials, and consultant fees in the manner and at the rates provided by this chapter.

(b) Such training and orientation programs, and expenses therefor, shall be those the board deems proper and beneficial to the exercise of supervisorial duties by newly elected supervisors.

(c) In order to receive training and orientation funds, the supervisor-elect shall:

(1) Make a formal request of the board of supervisors;

(2) Render an expense statement and claim for reimbursement with supporting documentation.

§ 2.36.037. Elected officials.

Each elected official shall receive an annual salary as set by the board of supervisors. Elected officials shall be eligible to receive employment benefits now or hereafter available to department heads including, but not limited to, health benefits, workers compensation insurance, life insurance, longevity pay, and the California Public Employees' Retirement System, but excluding sick leave, vacation and holiday pay.

§ 2.36.040. Applicability of personnel rules and regulations to elected officials.

The personnel rules and regulations of the county of Lassen as adopted and amended shall apply to elected county officials except in those areas covered by state or federal law.
