Chapter 9.68 — RP RESIDENTIAL-PROFESSIONAL DISTRICT

§ 9.68.010. Purpose and intent.

The RP district is established to provide for the development and maintenance of moderate-density and moderate-intensity residential and office uses to produce an integrated mixed-use neighborhood of superior quality.

§ 9.68.020. Principal uses permitted.

The following principal uses are permitted:

  • A. Single-family detached dwellings;

  • B. Parks, playgrounds, and athletic fields (noncommercial);

  • C. Residential care facilities, in accordance with Chapter 5.44 (Residential Care Facilities);

  • D. Small and large family day care homes;

  • E. Limited home rentals.

§ 9.68.030. Principal uses permitted subject to a site development permit.

The following uses are permitted subject to the approval of a site development permit under Section 9.184.010 :

  • A. Churches, temples, and other places of worship;

  • B. Civic and government uses;

  • C. Public libraries and museums;

  • D. Professional and administrative offices;

  • E. Public or private utility buildings and structures.

§ 9.68.040. Principal uses permitted subject to a use permit.

The following principal uses are permitted subject to the approval of a use permit by the Planning Commission under Section 9.184.010 :

  • A. Wireless communication facilities under Chapter 9.162 of this Code;

  • B. Educational institutions;

  • C. Multifamily dwellings with four or fewer dwelling units;

  • D. Any other use that the Planning Commission finds is consistent with the purpose and intent of this district.

§ 9.68.050. Temporary uses permitted.

Temporary uses are permitted in accordance with Section 9.144.070 . (Ord. 176 § 1, 2007; Ord. 297 § 6, 2017)

§ 9.68.060. Accessory uses and structures permitted.

The following accessory uses and structures are permitted when associated with and subordinate to a permitted principal use on the same legal parcel of land:

  • A. Uses permitted under Section 9.144.080 ;

  • B. Signs, as permitted by Chapter 9.164 , except no business signs, roof signs, or projecting signs;

  • C. Noncommercial keeping of pets and animals in accordance with Section 9.146.030 ;

  • D. Home occupations under Section 9.146.060 ;

  • E. Accessory dwelling units under Section 9.146.050 ;

  • F. Accessory uses and structures which the Director of Community Development finds consistent with the purpose and intent of this district.

§ 9.68.070. Prohibited uses.

Notwithstanding Sections 9.68.010 through 9.68.060 , the following uses are specifically prohibited:

  • A. Adult entertainment businesses;

  • B. Keeping pets or animals for any commercial purpose;

  • C. Massage establishments;

  • D. Transitory lodgings;

  • E. Uses not expressly permitted by this chapter.

§ 9.68.080. Site development standards.

  • A. Building Site Area. Seven thousand two hundred square feet minimum except as otherwise allowed by Section 9.144.020 .

  • B. Building Height. Thirty-five feet maximum except as otherwise allowed by Section 9.144.020 .

  • C. Building Setbacks. Per Chapter 9.144 .

  • D. Area per Unit. Three thousand square feet minimum net land area per dwelling unit.

  • E. Enclosed Uses. All commercial uses and their related products shall be contained entirely within a completely enclosed structure, except for parking and screened loading areas and except for outdoor uses expressly permitted by an approved site development permit or use permit.

  • F. Off-Street Parking. Per Section 9.168.010 . Said parking shall be located and arranged so that vehicles can enter the street traveling in a forward direction.

  • G. Landscaping. Per Section 9.144.060 .

  • H. Lights. All lights shall be designed and located so that direct light rays shall be confined to the premises.

§ 9.68.090. Ancillary uses permitted.

The following ancillary uses are permitted subject to special provisions as noted:

  • A. Power supply facility in accordance with Chapter 9.166 of this Code. (Ord. 176 § 1, 2007)
