Article I — PROTECTION OF COUNTY HIGHWAYS AND ROADS

Sec. 19-1. - Restricting and Closing Roads.¶
1.1 Pursuant to the authority of Section 21101 of the Vehicle Code of the State of…¶
authority may restrict the use of or close any county bridge or highway whenever such restriction or closing is deemed necessary by said local authority for any or all of the following reasons:
(a)
For the protection of the public.

(b)
For the protection of such bridge or highway from damage during storms, construction, improvement, or maintenance thereon.

1.2 To notify the public that a bridge or highway is closed or that use of said bridge…¶
the local authority may do any or all of the following:
(a)
Erect suitable barriers or obstructions on said bridge or highway.

(b)
Post warnings and notices of the condition of any such bridge or highway.

Post signs for the direction of traffic upon or detour around such highway to the public.

Sec. 19-2. - Maximum Weight.¶
2.1 Pursuant to the authority granted in Section 35700 and 35780 et seq., of the…¶
of California, the Director of Public Works may issue a permit for the operation either for a single time or for a continuous period of time of any motor vehicle which exceeds in size or weight the limits specified by the Vehicle Code of the State of California, subject to the following conditions:
(a)
If the said vehicle has a permit issued by the transportation agency of the State of California for use upon the highways of the State, such permit shall be recognized as sufficient for any improved or unimproved road or bridge within the County of Lake unless an ordinance has reduced the permissible size or weight on any given road, street or bridge, or a reduced weight limit has been posted on any bridge.

The Director of Public Works shall furnish an application form and shall issue a permit only upon payment of a fee, which shall be set by resolution of the Board of Supervisors.

The Director of Public Works may prescribe limits as to the length, width, height, weight, hours of operation or routes to be taken of any vehicle for which a permit is requested on account of being oversize or overweight according to the limitations prescribed in the Vehicle Code.

Sec. 19-3. - Dragging Prohibited.¶
3.1 No person shall attach or connect any tree, brush, or other substance to or behind…¶
or other conveyance and drag or cause the same to be dragged over any County highway or road, or any County Service Area highway or road, except as hereinafter provided.

(a)
Nothing in the above provision shall apply to any Road Commissioner or the employee of said Commissioner while actually and in good faith engaged in building, protecting or repairing any County highway or road or any County Service Area highway or road.

misdemeanor, and upon conviction thereof, shall be punished by a fine of not less than ten dollars ($10.00) or more than five hundred dollars ($500.00) or by imprisonment in the County Jail for not less than five (5) nor more than fifty (50) days, or by both such fine and imprisonment.
