State Law reference— Duty of local law enforcement officers and fire officials to consult with chief officer of City and develop local security standards for the erection, construction, or alteration of buildings that adhere to State building standards, Penal Code § 14051.

The purpose of this article is to provide minimum standards, as required in the California Penal Code § 14051, to safeguard property and public welfare by regulating and controlling the design, construction, quality of materials, use and occupancy and maintenance of all buildings and structures within this City and certain equipment specifically regulated herein.

(a) The provisions of this article shall apply to new construction and construction to buildings or structures to which additions, alterations or repairs are made except as specifically provided in this article.

(b) When additions, alterations or repairs within any 12-month period exceed 25 percent of the value of the existing building or structure, such building or structure shall be made to conform to the requirements of this article.

(c) When additions, alterations or repairs made within any 12-month period do not exceed 25 percent of the value of the existing building or structure, only the new construction shall be required to conform with the requirements of this article.

Any building as defined in this Code and Title 19, California Administrative Code, requiring special-type releasing, latching or locking devices, other than described therein, shall be exempt from the provisions hereof relating to locking devices of interior and/or exterior doors.
