Sec. 10-31. - Definitions.¶
For purposes of this article, the term "permit" shall mean mechanical, building, plumbing, electrical, and pool and spa permits.
Sec. 10-32. - Applications.¶
(a) Applications for permits shall be made in writing to the Building Official. The application shall be accompanied by such plans, specifications, and schedules as may be necessary to determine whether the proposed installation and equipment meet the requirements of this chapter.
(b) All departments, officials, and public employees vested with the duty or authority to issue permits or licenses, when required by law or any of the provisions of this chapter, shall comply with the provisions of the Development Code. No license or permit for uses, buildings, or other purposes shall be issued when the same would be in conflict with the provisions of the Development Code. Any license or permit, if issued in conflict with the provisions of the Development Code, shall be null and void.

Sec. 10-33. - Fees.¶
Permit fees shall be specified by resolution adopted by the City Council. All fees provided for within the various codes adopted in this chapter shall be superseded by the resolution adopted by the City Council.
