7.24.010 - Definitions.¶
For the purpose of this chapter certain words are defined as follows:
"Health officer" means the health officer or any sanitary inspector regularly employed by the San Diego County health department.
"Cesspools," "septic tanks" and "seepage pits" include all manner of sewage disposal other than regular sewage disposal plants and systems operated by a political subdivision and holding a valid permit from the state department of public health.

7.24.020 - Examination—Fee.¶
Whenever any person, firm or corporation not previously registered applies for examination as a septic tank or cesspool cleaner, said examination to be conducted by the county health officer as provided in Section 25004 of the Health and Safety Code, he shall pay to the health officer or his duly authorized representative, an examination fee established by the county of San Diego. In the event the applicant is unsuccessful in such examination, no part of said examination fee shall be returned to the applicant.

7.24.030 - Examination fee—Delinquency penalty.¶
In any case where the applicant has failed for a period of thirty days to apply for the examination and pay the examination fee required by this chapter, there shall be added to and collected with the examination fee a penalty established by the county of San Diego.

7.24.040 - Examination fee—Effect of penalty.¶
The imposition of or payment of the penalty imposed by Sections 7.24.020 and 7.24.030 shall not prevent the imposition of any other penalty prescribed by this chapter or prosecution for violation of this chapter.

7.24.050 - Annual registration fee—Amount.¶
In addition to the examination fee hereinabove provided, there is hereby imposed an annual registration fee upon each person, firm or corporation registered as a septic tank or cesspool cleaner under the provisions of Chapter 6, Division 20 of the Health and Safety Code established by the county of San Diego.

7.24.060 - Annual registration fee—Payment.¶
Said registration fee shall be paid to the health officer or his duly authorized representative, and shall be due and payable January first of each year.

7.24.070 - Registration fee—Delinquency penalty.¶
The annual fee, if unpaid, is delinquent January thirty-first at five p.m. following the date it is due; and thereafter a penalty established by the county of San Diego shall be made.

7.24.080 - Registration fee—Effect of penalty.¶
The imposition of or payment of the penalty imposed by Sections 7.24.050—7.24.070 shall not prevent the imposition of any other penalty prescribed by this chapter or prosecution for violation of this chapter.

7.24.090 - Examination of equipment.¶
The health officer shall examine all equipment used in processing septic tanks, cesspools and seepage pits owned by or under the control of each person registered under the provision of this chapter at regular intervals not to exceed ninety days after said permit is granted.

7.24.095 - Annual vehicle registration fee—Amount.¶
There is hereby imposed an annual registration fee established by the county of San Diego for each sewage pumping vehicle. Said registration fee shall be paid to the health officer.

7.24.100 - Reports to health officer.¶
Whenever a person, firm or corporation cleans a septic tank or cesspool, he shall notify the health officer or his duly authorized representative upon the regulation form adopted by the board of health.

7.24.110 - Contents of report.¶
Said form shall contain information such as location of septic tanks, cesspools and seepage pits, location of the disposal field where sewage affluent or other material has been finally disposed of, or any other information which the board of health by regulation may require.
Said report shall be transmitted to the department of public health at the close of each day.

7.24.120 - Fees deposited in treasury.¶
All sums received by the health officer or his duly authorized representative as fees or charges pursuant to this chapter shall be forthwith deposited with the county treasurer for the use and benefit of the county.
