7.16.010 - Definitions.¶
In this chapter the terms "refrigeration plant" and "locker plant" include any plant required to obtain a permit hereunder. (San Diego County Ord. 1027 § 1 (part), as adopted by Ord. 448, as amended by Ord. 658; October 25, 1955)
7.16.020 - Permit coverage.¶
It is unlawful for any person, firm or corporation, without first obtaining a permit therefor from the director of public health, to operate, maintain or keep in this city any facility or equipment for:
(a) The refrigerated storage for compensation of meat not owned by the person maintaining the refrigeration equipment, or for
(b) The sale of frozen meat at wholesale or retail.

7.16.030 - Inspection fee.¶
An inspection fee established by the county of San Diego is hereby imposed for such permit, which sum shall be paid to the county of San Diego department of health services.

7.16.040 - Delinquency penalty.¶
In any case where the applicant has failed for a period of thirty days to file the application and obtain the permit required by this chapter, there shall be added to and collected with the inspection fee a penalty fee established by the county of San Diego.

7.16.050 - Revocation of permit.¶
Any permit issued pursuant to this chapter may be revoked by the board of health on proof of violation by the permittee of any provision of state law, city ordinance or rule of the board of health pertaining to health or sanitary matters.

7.16.060 - Annual renewal of permit.¶
A permit issued pursuant to this chapter shall expire on the thirty-first day of December of the year for which it is issued, and each such permit shall be renewed annually.
Application for the renewal of a permit shall be made to the director of public health of the county of San Diego.
At the time application is made, there shall be paid to said director of public health the annual fee prescribed in Section 7.16.030 which fee is due and payable January first of each year.

7.16.070 - Delinquency—Penalty.¶
The annual fee, if unpaid, is delinquent January thirty-first at five p.m. following the date it is due; and, thereafter, penalties established by the county of San Diego shall be made.

7.16.090 - Delinquency—Liability for other penalties.¶
The imposition of or payment of the penalty imposed by Section 7.16.070 shall not prevent the imposition of any other penalty prescribed by this chapter or prosecution for violation of this chapter.

7.16.100 - Sanitation.¶
Every refrigeration plant where meat is stored shall be maintained and operated in a clean and sanitary manner.

7.16.110 - Inspection.¶
Every such plant shall be open at all times to inspection by the department of public health.

7.16.120 - Stamping of uninspected meat.¶
All uninspected beef, veal or lamb kept or placed in any refrigeration plant shall be stamped immediately upon arrival with a roller stamp so as to be legibly marked "Uninspected Meat—Not for Sale." All uninspected pork kept or placed in any refrigeration plant shall be stamped immediately upon arrival with a hot stamp so as to be legibly marked "Uninspected Meat—Not for Sale." Every stamp required by this section shall also legibly show the plant permit number issued the plant by the director of public health.

7.16.130 - Hides with carcasses.¶
Every refrigeration plant shall accept and store beef, veal and lamb carcasses only when the hide accompanies the carcasses. Every refrigeration plant shall keep a record of the disposition of each such hide which record shall be available at all times to the department of public health and the state hide and brand inspector.

7.16.140 - Bond.¶
Every refrigeration plant handling inspected and uninspected beef, lamb, pork or veal shall post with the department of public health a surety or cash bond in the sum of one thousand dollars conditioned upon the compliance by the permittee with all the terms and provisions of this chapter and subject to forfeiture upon the conviction of the permittee of violation of any provision of this chapter.

7.16.150 - Meat processing days.¶
Every refrigeration plant handling or processing inspected and uninspected meat shall designate different days of the week upon which inspected meat will be processed and uninspected meat will be processed, and shall notify the department of public health in writing of such designation and of any change thereof together with the effective date of such change.

7.16.160 - Mixed processing.¶
It is unlawful for any refrigeration plant to process both inspected and uninspected meat on the same day, except with the permission of the San Diego County department of public health.

7.16.170 - Processing game and fowl.¶
The handling of meat or deer or other game or fowl shall be classified as handling of uninspected meat and shall not be handled on days designated for inspected meat. Except as in this section provided, this chapter shall not apply to carcasses of deer, game or fowl.
