2.50.010 - Commission established.¶
A community services commission is hereby established for the city.

2.50.020 - Composition—Appointment.¶
A. The commission shall consist of seven members appointed by the mayor with the consent of the council and two student representatives who are full-time students at Kingsburg high school and selected by the administration of Kingsburg high school. The student members will be nonvoting members.
B. A member of the council shall be appointed as advisory member to the commission by resolution of the council, and such other advisory members to the commission as the council may determine may be appointed by resolution of the council.

2.50.030 - Terms.¶
A. The terms of office for each member of the commission shall be four years.
The student representatives shall serve for a one-year term.
B. Vacancies for unexpired terms of members of the commission shall be filled by appointment by the council for only the portion of the unexpired term. Vacancies for the unexpired term of a student representative shall be filled by appointment by the administration of Kingsburg high school for only the portion of the unexpired term.
C. Absence of a member from two consecutive regular meetings of the commission without providing prior oral notification to the chairperson of the commission and city staff in the community services department of his/her absence from such meeting, may have his/her office declared vacant by the chairperson of the commission.

2.50.040 - Compensation.¶
The members of the commission shall not receive compensation for their services.

2.50.050 - Chairperson.¶
The commission shall elect from its members a chairperson and vice-chairperson and the chairperson and vice-chairperson shall serve for one year and until their successors are elected. In case of the absence of the chairperson or vice-chairperson, the commission shall select a chairperson pro tem.

2.50.060 - Records—Secretary.¶
The commission shall keep a proper record of its actions, findings and proceedings. The council shall appoint by resolution a secretary to the commission whose duty it shall be to keep all records of the actions, findings, and proceedings of the commission.

2.50.070 - Meetings—Quorum.¶
A. The commission shall meet on such date and at such time and place as it may be fixed by the commission. Notice of such meetings are to be posted.
B. Special meetings may be called at any time by the chairperson or by four members, and by written notice served upon each member of the commission at least seventy-two (72) hours before the time specified for the proposed meeting and publicly posted.
C. Four (4) members of the commission shall constitute a quorum for the transaction of business, (except in such cases, if any, where applicable law requires a two-thirds (⅔) majority vote). A number of members less than a quorum may adjourn a meeting from time to time to a certain date and time.
D. All decisions of the commission shall be by a majority vote of the members present.

2.50.080 - Powers and duties.¶
The commission shall have the following powers and duties:
A. To recommend to the council the establishment of systems of parks, playgrounds and recreation;
B. To recommend to the council the acquisition and operation of recreation centers;
C. To investigate and recommend to the council programs requiring cooperation between the governing bodies of any two or more public authorities or with the federal government or any department of the city;
D. To advise the council on those human relations or social services issues referred to it by the city council;
E. To render annually a full report of its work and accomplishments to the council.
