2.06.010 - Purpose.

This chapter implements Section 2.06 of the charter of the city of Kingsburg ("charter") which directs the city council of the city of Kingsburg ("city") to determine the salary and compensation of councilmembers by ordinance (including the salary and compensation of those serving as mayor or mayor pro-tem and to provide for reimbursement of their actual and necessary expenses incurred in the performance of their duties of office pursuant to a uniform schedule of expenses duly adopted by resolution; and coordinates those provisions with implementation of Section 2.07 of the charter expressly allowing councilmembers to serve the city as reserve police officers or volunteer firefighter/paramedics or in any similar reserve, volunteer or auxiliary capacity.

2.06.020 - Salaries.

A. Current Salary. Except as provided below, each councilmember shall receive a salary as set by ordinance, payable at the same time and in the same manner as salaries for other city officers and employees.

B. Mayor's Additional Salary. The councilmember serving as mayor shall also receive as salary the additional sum of one hundred dollars ($100.00) per month, payable at the same time and in the same manner as salaries for other city officers and employees.

2.06.030 - Future increases or decreases.

A. Ordinance Required. Any future increase or decrease in the salary and/or other compensation established by this chapter shall be by duly enacted ordinance as required by subsection (A) of Section 2.06 of the charter.

B. Increases Deferred. Any increase in the salaries and/or other compensation established by this chapter shall not become effective before the ordinance adopting same has taken effect and councilmembers elected at a regular council election have commenced terms of office.

2.06.040 - Expenses.

Councilmembers shall be reimbursed for their actual and necessary expenses incurred in their performance of their duties of office pursuant to the reimbursement policy established by resolution of the council duly adopted from time to time in conformity with subsection (B) of Section 2.06 of the charter.

2.06.050 - Councilmembers rendering reserve, volunteer, auxiliary and similar services to city.

A. No Conflict/Incompatibility. Notwithstanding anything to the contrary in this chapter or any other ordinance, resolution, rule or regulation of the city, those councilmembers who render other services to the city of Kingsburg as referenced in this chapter, whether as reserve police officers, volunteer firefighter/paramedics or in any similar reserve, volunteer or auxiliary capacity, are hereby found and declared to be performing services as authorized by the express provisions of Section 2.07 of the charter.

B. Expenses/Benefits. Councilmembers so performing may receive meals, transportation and lodging from the city or reimbursement for same; may receive expenses in accordance with the resolution and schedule of expenses adopted in accordance with Section 2.06.040 above; and/or may also receive workers compensation, liability, disability, life, health, membership(s) or other similar insurance coverage(s), membership(s) and/or benefit(s) on the same or equivalent basis as such coverage(s), membership(s) and/or benefit(s) are extended or provided to others rendering similar services in a reserve, volunteer, auxiliary or similar capacity.
