2.32.010 - Purpose.¶
It is hereby found, determined and declared that there is a need for a redevelopment agency to function in the city in accordance with the provisions of the community redevelopment law.

2.32.020 - Established—Authority.¶
Said redevelopment agency is hereby established pursuant to Section 33101 of the community redevelopment law, to be known as the Kingsburg redevelopment agency. Said redevelopment agency is authorized to transact business and exercise its power under provisions of the community redevelopment law.

2.32.030 - City council duties.¶
Pursuant to the provisions of Section 33200 of the community redevelopment law, the city council hereby declares itself to be the redevelopment agency of the city of Kingsburg.

2.32.040 - Agency to serve public interest.¶
The city council finds and determines that the designation of the city council as the redevelopment agency will serve the public interest and promote the public health, safety and welfare in an effective manner in that this public body is best able to serve the needs of the community to implement the purposed of the community redevelopment law.

2.32.050 - Filing of certified copy.¶
The city clerk is directed to cause a certified copy of the ordinance codified in this chapter to be filed in the office of the Secretary of State.

2.32.060 - Property acquisition.¶
Prior to July 19, 1995, the agency's program for the acquisition of real property by eminent domain, with respect to the Kingsburg Redevelopment Project, is hereby described as follows:
(a) In an effort to implement this plan, it may be necessary for the agency to acquire property in the project. Except as specifically exempted in the plan, the agency may acquire, but is not required to acquire, real property located in the project in accordance with the plan by gift, devise, exchange, purchase, eminent domain, or any other lawful method. The agency shall attempt to use all other avenues of acquisition to implement this plan prior to the use of eminent domain.
(b) If the agency utilizes eminent domain proceedings to acquire property within the project it must commence said proceedings within twelve (12) years of the date of the adoption of the plan unless extended by amendment of the redevelopment plan.
