2.28.010 - Commission established.

A planning commission hereby is established for the city.

2.28.020 - Composition—Appointment.

A. The commission shall consist of seven members appointed by the mayor, with the consent of the council.

B. A member of the council shall be appointed as advisory member to the commission by resolution of the council, and such other advisory members to the commission as the council may determine may be appointed by resolution of the council.

2.28.030 - Terms.

A. The terms of office for each member of the commission shall be four years, except the first members, who shall so classify themselves by lot that their terms of office shall expire as follows: Two at the end of 1959, and two at the end of one year thereafter, and three at the end of two years thereafter.

B. Vacancies for unexpired terms shall be filled by appointment for the portion of the unexpired term only.

2.28.040 - Compensation.

The members of the commission shall not receive any compensation for their services.

2.28.050 - Chairperson.

The commission shall elect from its members a chairperson and vice-chairperson, and the chairperson and vice-chairperson shall serve for one year and until their successors are elected. In case of the absence of the chairperson and the vice-chairperson the commission shall select a chairperson pro tem.

2.28.060 - Meetings—Quorum.

A. The commission shall meet at least once a month at such time and place as it may fix by resolution.

B. Special meetings may be called at any time by the chairperson or by three members, and by written notice served upon each member of the commission at least three days before the time specified for the proposed meeting.

C. Four members of the commission shall constitute a quorum for the transaction of business (except in such cases where the state statute requires a two-thirds majority vote).

2.28.070 - Records—Secretary.

The commission shall keep a proper record of its actions, findings and proceedings. The planning director shall appoint a secretary to the commission whose duty it shall be to keep all records of the actions, findings, and proceedings of the commission.

2.28.080 - Powers and duties.

The commission shall have all of the powers and duties defined in state law, this code, and resolutions of the council.
