12.04.010 - Bench mark.¶
The United States Geological Survey Bench Mark existing in the city as of December 9, 1912, on the south side of Simpson Street near the southeasterly end thereof is declared to be two hundred ninety-four and seven hundred fifty-four (294.754) thousandths feet above sea level, and all elevations, grades, and measurements herein established are established with said Bench Mark as reference point and the sea level datum, base or zero, and the provisions of this chapter are adopted with reference to the map entitled official Map of the City of Kingsburg, filed in the office of the Recorder of Fresno County on September 10, 1909, and recorded in the book 5 of Surveys, at page 12 thereof, Fresno County records.

12.04.020 - Official grade plat.¶
Commencing with and measuring vertically from said bench mark as a basis, certain elevations (in feet) along the streets of the city have been established and recognized as official for the purposes of calculating street grades, and said elevations have been marked and set forth in white letters upon a map prepared by John S. Bates, a civil engineer acting in the capacity of city engineer of the city, which said map is entitled "Official Grade Plat of the City of Kingsburg, California," having been prepared in November, 1912, and also marked "filed in the Office of the City Clerk of the City of Kingsburg this December 2, 1912, J. W. McIntyre, City Clerk", is hereby adopted as the official grade map of the city, and the figures shown upon said map in white are hereby declared to be the official elevations in feet at the points indicated from which the grades are to be determined, excepting that the elevation of the top of the curb at the southwest corner of the intersection of Draper Street and Kingsburg Avenue shall be two hundred ninety-five and fifteen one hundredths (295.15) feet; and the elevation of the top of the curb at the northwest corner of the intersection of Draper Street and Kingsburg Avenue shall be two hundred ninety-five and one tenth (295.10) feet; and the elevation of the top of the curb at the southeast corner of the intersection of Draper Street and Kingsburg Avenue shall be two hundred ninety-five and one tenth (295.10) feet; and the elevation of the top of the curb at each of the four corners at the intersection of Kingsburg Avenue and Burns Avenue shall be two hundred ninety-five (295.00) feet; and the elevation of the top of the curb of the southwest corner and the southeast corner of the intersection of Kingsburg Avenue and West Street shall be two hundred ninety-four and eight tenths (294.80) feet; and the elevation of the top of the curb on the north side of Kingsburg Avenue, extending from the intersection of the westerly line of West Street produced northerly east to the easterly line of West Street produced northerly, shall be two hundred ninety-four and eight tenths (294.80) feet; and the elevation of the top of the curb at the four corners of the intersection of West Street and North Street shall be two hundred ninety-four and four tenths (294.40) feet; and the elevation of the top of the curb on First Avenue at its intersection with the southerly city limits (as of August 25, 1919) shall be two hundred ninety-two and five tenths feet (295.50); and the elevation of the top of the curb on Kingsburg Avenue at its intersection with the easterly city limits (as of August 25, 1919) shall be two hundred ninety-seven and thirty-five one hundredths feet (297.35); and the elevation of the top of the curb on the north side of Kingsburg Avenue, extending from the intersection of the westerly line of East Street produced northerly, east to the easterly line of East Street produced northerly, shall be two hundred ninety-six and seven tenths (296.70) feet; and the elevation of the top of the curb on the north side of Kingsburg Avenue, extending from the intersection of the westerly line of Park Street produced northerly, east to the easterly line of Park Street produced northerly shall be two hundred ninety-seven and two tenths (297.20) feet.

12.04.030 - Grade elevations—Top of curb.¶
The grade elevations given on the official grade plat at the street corners are the elevations for the top of the curb throughout the circular part as shown on the diagram upon said plat.

12.04.040 - Street dimensions.¶
The width of streets between curbs, the height of curbs above the gutter, the height of the center of the street above the gutter for all the streets in the city are hereby declared to be those set forth, designated and fixed according to and upon the table shown upon the official grade plat, for the purposes of said table and said plat and of this chapter, Draper Street, Front Street, from Ellis Street to Lewis Street, Marion Street from Ellis Street to Lewis Street, Smith Street, from Ellis Street to Lewis Street, and all of Simpson Street are declared to be business streets, and all other streets are declared to be residence streets.

12.04.050 - Miscellaneous grades.¶
The grade for walk corners, vertical curves for curb, and walk grades and cross-section of half street are hereby fixed as shown on the official grade plat.

12.04.060 - Additional grades.¶
That from time to time as other elevations or grades are established or adopted by the city, the city engineer shall designate the same together with the date of establishment or adoption in a similar manner upon the official grade plat.

12.04.070 - Plat to be filed.¶
The official grade plat shall be filed in, and shall be and remain a record of, the office of the city clerk.
