15.24.010 - Security plans.¶
The director shall develop security plans for the protection of health and safety of persons and the safety of property of airports. Such security plans may include regulations restricting access to certain designated areas to persons having lawful business within such restricted areas and for the issuance, revocation and suspension of permits allowing authorized persons and vehicles to enter such restricted areas. The airport security regulations may be amended, revised or repealed at any time by the board or the director.

15.24.020 - Restricted areas.¶
The director shall develop security plans for the protection of health and safety of persons and the safety of property at Kern County airports which may include regulations restricting access to certain designated areas to persons having lawful business within such restricted areas, and for the issuance, revocation and suspension of permits allowing authorized persons and vehicles to enter such restricted areas. The airport security regulations may be amended, revised or repealed at any time by the board of supervisors or the director. Such security regulations shall become effective when filed with the clerk of the board of supervisors and upon posting the designated restricted areas with signs which read "Restricted Area—Authorized Personnel Only" or similar language.

15.24.030 - Restricted areas—Non-permit vehicles prohibited—Exception.¶
A. No person, corporation or organization of any kind shall bring or cause a motor vehicle to be brought into an area restricted pursuant to Section 15.24.020 of this chapter unless such vehicle has a permit issued under the security regulations of the director. Violation of this section is a misdemeanor and punishable in the manner prescribed in Section 1.12.030 of this code.
B. This section does not apply to peace officers or other governmental officers in the performance of their official duties.

15.24.031 - Restricted areas—Access or allowing unauthorized access without proper escort—Unattended gate.¶
A. No person shall allow any vehicle(s) or individual(s) access into a restricted area, pursuant to Section 15.24.020 of this chapter, unless such vehicle(s) or individual(s) are in possession of a permit issued under the security regulations of the director. Vehicle(s) or individual(s) without a valid permit may only be allowed access when accompanied and monitored by a permit holder or airport personnel.
B. No person shall open and then leave unattended any previously secured or locked gate into a restricted area pursuant to Section 15.24.020 of this chapter.
C. Violation of this section is a misdemeanor, punishable in the manner prescribed in Section 1.12.030 of this code.
D. This section does not apply to peace officers or other governmental officers in performance of their official duties.

15.24.032 - Restricted areas—Unauthorized access in the airport movement area—Aircraft deviation.¶
A. No person, whether operating any type of vehicle or while on foot, shall enter into any portion of the airport, designated as a movement area, identified by official FAA pavement markings and described in 14 CFR 139.5, during the tower operating hours without prior clearance from an authorized FAA tower operator.
B. No person, whether operating any type of vehicle or while on foot, shall cause any aircraft, operating within the airport boundaries, to make any deviation from their normal landing or taxiing path.
C. Violation of this section is a misdemeanor, punishable in the manner prescribed in Section 1.12.030 of this code.

15.24.040 - Restricted areas—Entry without permit prohibited—Exception.¶
A. No person shall enter or remain in an area designated as a restricted area pursuant to Section 15.24.020 of this chapter without permission of the director given in the manner prescribed in the security regulations of the director. Violation of this section is a misdemeanor punishable in the manner prescribed in Section 1.12.030 of this code.
B. This section does not apply to peace officers and other governmental officers in the performance of their official duties.

15.24.050 - Permit denial, suspension or revocation—Grounds—Appeal.¶
A. The director may revoke, suspend or refuse to issue a permit for a person or vehicle to enter a restricted area for the following reasons:
Because the permittee or applicant does not have lawful business in such area or cannot otherwise justify the necessity for having such permit;
For violation of airport rules or regulations;
For commission of acts threatening airport safety or security; or
Adverse information on the past conduct or prior record of the applicant or permittee.
B. An aggrieved party may appeal the director's revocation, suspension, or denial of a permit to the board of supervisors, whose decision shall be final. The director's ruling shall not be stayed during any appeal to the board of supervisors except on the order of the board of supervisors.
