15.12.010 - Entry upon runways and taxiways.¶
No person or equipment shall be permitted on runways or taxiways without express authorization from the director.

15.12.020 - Area of aircraft operations.¶
No person shall operate an aircraft other than in an area prepared for such purpose unless otherwise authorized by the director or tower. A person may use a taxiway on the airport for take-off or landing only if authorized by the director or the tower.

15.12.030 - Aircraft direction.¶
A. Aircraft shall be operated as directed by the tower or the director and at non-controlled airports in a safe and reasonable manner.
B. At "unicom" equipped airports, aircraft shall contact "unicom" for advisories.

15.12.040 - Aircraft traffic pattern.¶
A. The director shall designate the traffic pattern and pattern altitude at each airport.
B. Except as authorized by the tower, all aircraft entering the landing pattern shall do so in compliance with subsection (A) of this section.

15.12.050 - Taxiing rules.¶
A. At controlled airports, radio equipped aircraft shall establish radio contact with the tower prior to taxiing or moving the aircraft. Aircraft without radios shall advise the tower by telephone before taxiing.
B. No persons shall taxi an aircraft into or out of hangars under any circumstances.
C. All aircraft shall be taxied at a safe and reasonable speed.

15.12.060 - Take-offs and landings.¶
A. The director is granted the authority to restrict any flight operations at an airport for reasons of safety or the occurrence of unlawful acts.
B. The director or tower may restrict or entirely suspend student training, touch-and-go landings, practice approaches, take-offs and landings or simulated forced landings when required in the interest of safety or noise abatement.

15.12.070 - Aircraft engine operation.¶
A. Aircraft engines shall not be operated in a manner or position that creates a nuisance to others or that may damage aircraft, hangars, buildings, facilities, property or persons.
B. Engine operations while loading and unloading passengers is prohibited.

15.12.080 - Parking of aircraft.¶
A. Locally based aircraft shall be parked only in an aircraft parking area or hangar designated for that purpose.
B. Transient aircraft shall be parked in the transient aircraft parking area or as designated by the director.
C. The director, in case of emergency or to perform maintenance or repairs of facilities, may change an assignment and move an aircraft to a reassigned space.

15.12.090 - Meadows Field and Inyokern Airport—Terminal ramp area.¶
Unless authorized by the director, the use of Meadows Field or Inyokern Airport terminal ramp space shall be for FAR 121 or 135 aircraft operators only. If an aircraft carries only cargo or mail, the parking of the aircraft shall be at a place designated by the director.

15.12.100 - Unattended aircraft.¶
Aircraft shall not be left unattended unless properly secured. Operators of aircraft shall be responsible for any damage resulting from the failure to comply with this section.

15.12.110 - Removal of disabled aircraft.¶
The owner or operator shall be responsible for the prompt removal of disabled aircraft and parts from an airport, unless directed by the appropriate federal authorities or the director, to delay such action pending an investigation of the accident. If an aircraft is disabled on an airport, the director may take whatever action is necessary to remove the aircraft at the owner or operator's expense and without liability to the county, its officers, employees or agents for any and all damages which may result in the course of or after such removal. Any costs incurred by the county for such removal shall be charged to the aircraft owner.

15.12.120 - Repairing of aircraft.¶
A. No person shall perform repairs or maintenance on aircraft on any airport without first obtaining an agreement with the county describing the work to be performed.
B. No person shall repair an aircraft or apparatus on any airport except in areas specifically approved for such purpose by the director.
C. Aircraft owners may perform minor services to their own aircraft as permitted by FAA regulations.

15.12.130 - Fueling operations.¶
All regulations and recommendations of the California Industrial Safety Division, the National Fire Protection Association, the "Uniform Fire Code" and the Federal Aviation Administration shall be adhered to with regard to fueling and handling of flammables.

15.12.140 - Oxygen replacement or replenishment.¶
No aircraft shall be serviced with oxygen or have its oxygen bottle replaced while the aircraft's engine is operating or while it is parked in a hangar or enclosed area.

15.12.150 - Glider towing.¶
No person shall tow a glider when the towing is for the purpose of taking off, until the director determines that it may be done without interfering with the normal operations of the airport.

15.12.160 - Miscellaneous operations.¶
Parachute jumping, operation of airships, balloons, motorless aircraft, kites, unmanned rockets and any other flying apparatus is prohibited within the airport boundaries without prior written permission from the director.
