15.16.010 - Generally.

Vehicles shall be operated on an airport in strict accordance with the motor vehicle laws of the state of California and the provisions of this chapter.

15.16.020 - Air operations areas.

A. At Meadows Field Airport, vehicles shall not be permitted on the airport "air operations area" except by prior approval of the director. All vehicles, except county vehicles, ramp service vehicles, federal vehicles, and approved commercial vehicles with prior written permission from the director, entering the air operations area, at Meadows Field Airport, must have a current vehicle identification sticker, issued by the department of airports, and a record made thereof, permanently attached to the lower left rear back window or the left rear bumper of the vehicle. Any vehicle which is registered under a new name or is no longer regularly used at Meadows Field Airport must have the vehicle identification sticker removed and destroyed by the person under whose name the sticker was issued. Any vehicle permitted to operate in air operations area, at Meadows Field Airport, shall have such permission revoked if found to be in noncompliance with this chapter or in violation of accepted standard operating procedures.

B. The operator of construction vehicles must have permission in writing from the director and display an appropriate flag or rotating yellow beacon above the vehicle before entering the air operations area at Meadows Field Airport.

C. Drivers of all vehicles shall obey all traffic signs along with all federal, state, and county regulations at all times.

15.16.030 - Licensing and registration.

No person shall operate a vehicle of any kind at any airport unless in possession of a valid operator's license issued by an appropriate political jurisdiction or governmental agency of the United States or a foreign country. Such license shall be required in addition to any other permits, licenses or other evidence of qualifications which may be required by the director.

15.16.040 - Speed limits.

A. No person shall operate a vehicle of any kind at an airport in a reckless or negligent manner. Vehicle operators shall comply with all posted speed limits and in no event shall their speed be in excess of the following limitations:

  1. On passenger loading ramps, areas adjacent to hangars and aircraft parking areas, fifteen (15) miles per hour:

  2. In all parking lots and near traffic circle, ten (10) miles per hour:

  3. In all other areas, twenty-five (25) miles per hour.

B. A violation of this section is an infraction.

15.16.050 - Rules of operation.

A. Operation of vehicles at an airport is a privilege that may be denied by the director for any infraction of airport regulation or for any other appropriate reason.

B. All vehicles shall pass to the rear of taxiing aircraft.

C. No person shall operate any vehicle at an airport which is overloaded or carrying more passengers than the vehicle was designed for.

D. No person shall ride on the sideboards, stand up in a moving vehicle or ride on the portion of a vehicle not designed for passengers.

15.16.060 - Proximity to aircraft.

No vehicle shall be operated closer than fifty (50) feet to any aircraft while the aircraft or its propellers are in motion.

15.16.070 - Crossing runways or taxiways.

Where a tower is in operation, no vehicle shall be operated on a runway or taxiway area without two (2) way radio contact with the tower, and all vehicle operators shall follow the tower's instructions. If not equipped with a two (2) way radio, the vehicle must be accompanied by a vehicle that is so equipped.

15.16.080 - Aircraft right of way.

Drivers of vehicles shall yield the right of way to aircraft when operating in the air operations areas.

15.16.090 - Loading areas.

All vehicles shall load and unload only at locations designated by the director. Vehicles shall not be left unattended in the loading or unloading zone in front of the terminal building.

15.16.100 - Entrance clearance.

All fire lanes, roads, emergency gates, driveways and entrances shall be kept clear of unattended vehicles or aircraft at all times.

15.16.110 - Repairing of vehicles.

No person shall repair any vehicle at an airport other than in those areas specifically designated or approved for such purposes by the director, except minor repairs necessary to remove a vehicle to such approved area.

15.16.120 - Aircraft passenger loading.

No vehicle shall be driven between an aircraft parked on the ramp for the purpose of loading or unloading, and the loading gates.

15.16.130 - Fuel trucks.

Fuel trucks shall be positioned so as to effect their immediate removal in the event of an emergency.

15.16.140 - Removal of vehicles.

The director may remove or cause to be removed from any area of an airport, any vehicle which is disabled, abandoned, parked beyond the prescribed time limit, illegally or improperly parked or which creates an operational problem. All costs incurred for the removal of any vehicle shall be paid for by the vehicle owner. The county shall not be liable for damage to or loss of personal property from any such vehicle.

15.16.150 - Vehicle parking.

A. No person shall park a vehicle at an airport:

  1. In excess of the time limit prescribed for that particular parking area;

  2. In any hangar or building so indicated;

B. In any loading zone, restricted, no parking, reserved or rental car area;

  1. In an area where payment for parking is required without paying the required fee;

  2. Except in a manner and at locations designated by the director.

C. A violation of this section is an infraction.

15.16.160 - Meadows Field—Parking of large vehicles.

Parking of buses, trucks, trailers and large vehicles over one (1) ton capacity shall be limited to the north parking lot at Meadows Field, except while actually loading or unloading at the terminal building.

15.16.170 - Taxicab, bus and limousine parking.

A. Taxicab, bus and limousine parking shall be limited to that area in front of the terminal building assigned by the director.

B. No person shall park a taxicab or other vehicle for hire anywhere within the boundary of an airport without first receiving authorization from the director.

C. No person shall drive slowly past the terminal building for the purpose of soliciting fares.
