15.08.010 - Disclaimer of liability.¶
Every person using any county-operated airport does so at their own risk and the county, its officers, agents and employees shall not be liable for any injury or damage from fire, theft or other causes.

15.08.020 - Scope.¶
These rules and regulations are not intended to amend, modify or supersede any provisions of federal, state or local law or any specific contractual agreement with the county with which these regulations may conflict.

15.08.030 - Management of airport property.¶
All real property owned or leased by the county for airport purposes shall be managed by the director. The director may request assistance from the department of property management as necessary.

15.08.040 - Duties of director.¶
The director on behalf of the county shall:
A. Negotiate leases and license agreements of airport property;
B. Collect all rentals or other monies due and owing the county by virtue of any lease or license agreement affecting airport property; and
C. Subject to the direction and supervision of the county counsel, prepare or assist in the preparation of leases and license agreements.

15.08.050 - Airport use—Compliance with regulations required.¶
Any permission granted by the county or director, either directly or indirectly, expressly or by implication to any person to enter upon or use an airport is conditioned upon compliance with the rules and regulations governing airports. Entry upon an airport by any person constitutes an agreement by the person to comply with all applicable rules and regulations of the United States, the state of California, the county of Kern, and the orders and regulations of any officer thereof.

15.08.060 - Conduct of business.¶
All persons wishing to use an airport for any remuneration or revenue producing activity of any nature whatsoever must enter into an agreement with the county or secure an appropriate permit, license or concession agreement for the activity from the director and pay the rates and charges prescribed.

15.08.070 - Soliciting.¶
It is unlawful for any person to solicit in any manner or for any purpose on any airport without first obtaining written permission from the director. The director shall also designate where, how and when soliciting can take place.

15.08.080 - Advertisements.¶
No person shall post, distribute or display signs, advertisements, circulars, printed or written matter at any airport without first obtaining the approval of the director in writing.

15.08.090 - Photography.¶
No person shall take still, motion or sound pictures at any airport for commercial purposes without first obtaining written permission from the director and paying an appropriate fee, except the news media and persons taking pictures for nonprofit or personal reasons.

15.08.100 - Animals.¶
Animals shall be permitted on an airport only if on a leash or physically confined in such a manner as to be under full control at all times.

15.08.110 - Use of roads, walks and facilities.¶
A. No person shall travel on any airport except on roads, walks or places provided for that class of traffic.
B. No person shall use airport roads, walks or other facilities in such a manner as to hinder or obstruct their intended use.
C. No person shall climb, stand or sit on any fence.
D. No person shall vandalize or cause harm to any facility.

15.08.120 - Restricted areas.¶
No person shall enter any restricted area posted as limited to "Authorized Persons Only," "Closed" or similar wording without proper identification and authorization from the director except peace officers and other governmental officers in the performance of their duties.

15.08.130 - Persons in air operations areas.¶
No person shall enter any air operations area of an airport without authorization from the director. A violation of this section is an infraction.

15.08.140 - Unauthorized use.¶
No person shall use, climb upon, sit in, or otherwise handle aircraft or property of others unless authorized to do so.

15.08.150 - Demonstrations.¶
Experimental demonstrations of aircraft or products shall not be conducted on an airport without written approval from the director.
15.08.160 - Accident reports.¶
Persons involved in aircraft, vehicle or pedestrian accidents occurring within an airport shall make a written report to the director as soon after the accident as possible. This report shall contain any information required by the director.

15.08.170 - Structural and decorative changes.¶
Airport tenants shall not make structural, decorative or signing changes except with prior written permission from the director.

15.08.180 - Agricultural operations.¶
No pesticides, fertilizers or empty containers shall be dumped, burned or left unattended or allowed to accumulate at any place on any airport. All emptied containers, sacks, barrels, etc., shall be removed, disposed of or stored in a proper and safe manner immediately after use. No aircraft pesticide or fertilizer loading and unloading shall be done on runways or in areas where residues from loading or unloading will accumulate upon any area of any airport. All loading and unloading shall be in an area designated by the director. No aerial application operations or other flights of an agricultural nature shall be allowed from an airport without a permit issued by the director.

15.08.190 - Vending machines.¶
A permit, license or agreement is required for the installation of vending machines unless the machines are wholly within leased areas of an airport tenant and the electrical, janitorial and other necessary services are provided by the tenant.

15.08.200 - Fees and charges.¶
A. All fees, rentals or other charges shall be paid to the county on or before the due date or before using an airport when fees, rentals or other charges are required. All fees shall be paid in accordance with current rates and charges.
B. An aircraft owner or agent failing to pay any fees, rentals or other charges is subject to having such aircraft held until the fees, rentals or charges are paid. The holding of any aircraft by the director shall be in accordance with authority granted by law.

15.08.210 - Flying clubs.¶
No flying club shall be operated on an airport without a permit in writing issued by the director. The registration certificate issued by the Federal Aviation Administration must show the names of all owners if the club is not incorporated, and if incorporated, the aircraft must be registered in the name of the incorporated flying club. If the aircraft is leased, the flying club shall also furnish the director the names of the lessees of the aircraft. A membership roster of the flying club shall be made available to the director upon demand. Each flying club, when applying for a permit, shall file with the director and keep up to date a list with the names and addresses of its board of directors, its lessors if the aircraft is leased, its corporation papers or partnership agreement and bylaws or regulations governing the flying club's operations.

15.08.220 - Discrimination.¶
All services performed in operating any facility at any airport must be without discrimination or segregation as to race, creed, color, sex, or national origin.

15.08.230 - Meadows Field—Hiring of motor vehicles by airline passengers.¶
All nontenants at Meadows Field Airport involved in commercial activities relating to the hiring of motor vehicles by airline passengers or transporting airline passengers to lodgings shall wait for passengers outside of the northeast entrance of the airport terminal lobby or at a location in the northeast corner of the lobby adjacent to the terminal entrance. There shall be no waiting in front of the airline counter. In waiting outside or inside the lobby no person shall restrict, impede or interfere with airline passenger traffic in any way. Persons waiting to provide commercial transportation for passengers shall wear distinctive attire identified with the activity they represent in order to facilitate recognition by passengers and airport personnel.

15.08.240 - Additional or revised regulations.¶
The board of supervisors may adopt additional or revised rules and regulations for the safe and orderly conduct of the airport. In the event of an urgent need for additional or revised rules or regulations, the director shall proceed immediately to adopt such rule or regulation and report his action to the board of supervisors at its next regular meeting for the board's ratification, revision or repeal. Such emergency rules or revisions shall be effective and in force for thirty (30) days or until such earlier time as presented to and acted on by the board of supervisors. It is the responsibility of all airport users to acquaint themselves with all rules and regulations governing county-operated airports.

15.08.250 - Notice of violation.¶
The director or other representative of the county may give written notice to any person in violation of the provisions of this chapter. The notice shall specify the specific sections of this chapter being violated, and may be in the form of a warning or a citation.

15.08.260 - Violation—Penalty.¶
A. Any person operating or handling any aircraft, vehicle, equipment or apparatus or using an airport or any of its facilities in violation of any provision of this chapter may be removed from an airport by the director.
B. Any person may be deprived of further use of an airport and its facilities for such length of time as the director deems necessary in order to safeguard the public, the airport and its facilities.
C. Any person who violates, aids or abets a violation of any provision of this chapter shall be deemed guilty of a misdemeanor.
