7.24.010 - Unlawful stopping or parking

During any "designated special event period" ("restriction period") it shall be unlawful to stop or park a motor vehicle on a street or alley in the city, except as provided in this chapter. The term "designated special event period." The term "motor vehicle" includes an automobile, motorcycle, recreational vehicle, truck, motor trailer, or boat trailer.

7.24.020 - Exceptions

A. The restrictions imposed by section 7.24.010 of this chapter shall not apply to a street that is a state highway. The restrictions imposed by section 7.24.010 of this chapter shall not apply to streets until signs have been placed on that street giving notice of these restrictions. The restrictions imposed by sections 7.24.030 through 7.24.060 of this chapter shall not apply to street, and alley or portion thereof designated as a "no parking area" by the city manager.

B. Except as provided in section 7.24.020.A above, commercial vehicles (as defined in California Vehicle Code) may stop or park on city streets and alleys while being used to make pickups or deliveries or while being used to repair public utility facilities may stop on street and alleys.

7.24.030 - Parking permit

A. Except as provided in section 7.24.020 of this chapter, motor vehicles may stop or park on city street alleys while lawfully displaying a "resident's parking permit" issued by the city clerk for the subject designated special event period. The city clerk shall issue a resident's parking permit to each city resident who requests such a permit at least seven days prior to the beginning of the subject designated special event period. The resident's parking permit shall be issued for a specific motor vehicle. No charge shall be imposed for issuing a resident's parking permit. The resident's parking permit shall be placed in a visible location on the dashboard of the designated motor vehicle.

B. Except as provided in section 7.24.020 of this chapter, motor vehicles may stop or park on city streets and alleys while lawfully displaying a "visitor's parking permit" issued by the city clerk for the subject designated special event period. The city clerk shall issue a visitor's parking permit to each city resident who requests such a permit at least seven days prior to the beginning of the subject designated special event period. No charge shall be imposed for issuing a visitor's parking permit. Each visitor's parking permit shall be placed in a visible location on the dashboard of the motor vehicle.

C. Except as provided in section 7.24.020 of this chapter, motor vehicles may stop or park on city streets and alleys while lawfully displaying a "merchant's parking permit" issued by the city clerk for the subject designated special event period. The city clerk shall issue a merchant's parking permit to each business licensed with the city who requests such a permit at least seven days prior to the beginning of the subject designated special event period. The merchant's parking permit shall be issued for a specific motor vehicle owned by the operator, and shall designate the license plate number of that motor vehicle. No charge shall be imposed for issuing a merchant's parking permit. The merchant's parking permit shall be placed in a visible location on the dashboard of the motor vehicle.

7.24.040 - Violation and penalty

Any motor vehicle that is stopped or parked in violation of any provision of this chapter may be removed by a peace officer as provided on section 22651(n) of the California Vehicle Code.

The civil penalty for violation of any provision of this chapter shall be the amount of $35.00 if paid within 21 days of the sate the citation is issue, if the civil penalty shall be increased to $70.00. The charge for a photocopy of a citation shall be $2.00.
