7.08.010 - Definitions¶
Owner of the vehicle means the last registered owner and legal owner of record.
Street means a way or place of whatever nature publicly maintained and open to the use of the public for purposes of vehicular travel. "Street" includes "highway."
Trailer means a vehicle designed for carrying persons or property on its own structure and for being drawn by a motor vehicle and so constructed that no being part of its weight rests upon any other vehicles. "Trailer" includes a semitrailer when used in conjunction with an auxiliary dolly, if the auxiliary dolly is of a type constructed to replace the function of the drawbar and the front axle or axles of a trailer.
Trailer coach means a vehicle, other than a motor vehicle, designed for human habitation or human occupancy for industrial, professional, or commercial purposes, for carrying property on its own structure, and for being drawn by a motor vehicle. A "park trailer" as defined in subdivision (t) of § 799.24 of the Civil Code, is a trailer coach.
Utility trailer means any trailer or semitrailer used solely for the transportation of the user's personal property and which does not exceed a gross weight of 6,000 pounds.
Vehicle means device, car, truck, or recreation vehicle by which any person or property may be propelled, moved, or drawn upon a highway, except a device moved by human power or used exclusively upon stationary rails or tracks.
Watercraft means any type of boat or individual watercraft.

7.08.020 - When removal permitted¶
Any sworn officer of the county sheriff department may remove or cause to remove:
A. Any vehicle, trailer, trailer coach, utility trailer, watercraft that has been parked or left standing on a street for 72 or more consecutive hours.
B. Any vehicle, trailer, trailer, trailer coach, utility trailer, watercraft which is parked or left standing upon a street in violation of an ordinance or resolution forbidding standing or parking signs are posted giving notice thereof.
C. Any vehicle, trailer, trailer coach, utility trailer, watercraft which is parked or left standing upon a street where the use of such street or a portion thereof is necessary for the cleaning, repair of construction of the street or the installation of underground utilities or for the trimming or spaying of street trees or where the use of the street or any portion thereof is authorized for a purpose other than flow of traffic or where the use of the street or any portion thereof is necessary for the movement of equipment, articles or structures of unusual size and the parking of such vehicles would prohibit or interfere with such use or movement; provided, that signs giving notice that such vehicles may be removed are erected or paced at least 24 hours prior to their removal.

7.08.030 - Storage of removed vehicles, trailer, trailer coach, utility trailer,…¶
Any officer removing a vehicle, trailer, trailer coach, utility trailer, watercraft from the streets of the city shall remove or cause such vehicles trailer, trailer coach, utility trailer, watercraft to be removed to a garage or other place of safety designated or maintained by the city as the official place for the storage of vehicles removed from the streets under the provisions of this chapter and the California State Vehicle Code. The city council may grant contract or franchise to any person, form or corporation for the purpose of accomplishing the removal of vehicles, trailer, trailer coach and watercraft.

7.08.040 - Notice to owner of vehicles, trailer, trailer coach, utility trailer,…¶
In the event an officer removes a vehicle, trailer, trailer coach, utility trailer, watercraft from the streets of the city as provided in this chapter and the California State Vehicle Code, such officer shall give the notices required by California State Vehicle Code.

7.08.050 - Garage to have lien¶
The keeper of any garage to which any vehicle is removed and/or stored in accordance with the provisions of this chapter and the California State Vehicle Code shall have a lien thereon for his compensation for towing and for caring and keeping safe such vehicle and may satisfy such lien in compliance with and under the conditions of the California State Vehicle Code.

7.08.060 - Release fee¶
Pursuant to authority provided in California Vehicle Code section 22850.0, the city adopts and imposes a vehicle release fee, in an amount to be set by resolution of the city council, for recovery of administrative costs incurred for vehicles towed and/or stored pursuant to the following California Vehicle Code sections:
