2.17.010 - Established—Number of members designated.¶
A planning commission is established, with membership, powers and duties as provided in this chapter and by the statutes of the state. The planning commission shall consist of five members.

2.17.020 - Eligibility.¶
To be eligible for appointment or to hold office as a member of the planning commission, a person shall be a resident and qualified elector of the city.

2.17.030 - Appointment and term of office.¶
The mayor shall appoint the members of the planning commission, with the approval of the city council, to serve terms of four years. Appointments shall be made to staggered terms to provide that no more than three appointments expire at the same time.

2.17.040 - Compensation—Business expenses.¶
All members of the planning commission shall receive compensation of $10.00 per meeting, which amount may be amended by resolution of the city council from time to time. Reasonable travel and other expenses may be allowed while traveling or engaged on business authorized by the planning commission.

2.17.050 - Removal from office—Vacancies.¶
A. Members of the planning commission may be removed from office by a majority vote of the city council or by the mayor subject to the approval of the city council.
B. If a member of the planning commission is absent from two regular meetings of the commission within a period of 12 calendar months, unless by permission of the commission expressed in its official minutes, or is convicted of a crime involving moral turpitude or ceases to be a qualified elector of the city, his or her office shall become vacant.
C. If vacancies occur on the planning commission other than by the expiration of the term, they shall be filled by appointment for the unexpired portion of the term.

2.17.060 - Election of officers—Secretary designated.¶
At the first regular meeting in April of each calendar year, the planning commission shall elect a chairperson and a vice-chairperson from among its members and other officers as deemed necessary by the commission. The chairperson and vice-chairperson may serve successive terms. The secretary of the planning commission shall be the city manager or a designated deputy.

2.17.070 - Time and place of meeting.¶
The planning commission shall meet regularly at City Hall, 1 East Main Street, at 7:00 p.m. on the second Tuesday of each month. Other meetings may be called from time to time in the manner required by law.

2.17.080 - Voting requirement.¶
The affirmative or negative vote of a majority of the entire membership of the commission is necessary for it to take action.

2.17.090 - Powers and duties designated.¶
The planning commission shall have the following powers and duties:
A. To recommend to the proper officers of the city, plans for the regulation of the future growth and development and beautification of the city;
B. To carry out the provisions of the zoning ordinance of the city (Title 17 of this Code) and to undertake the study for, preparation and recommendation of a master plan or amendments thereto covering a comprehensive, long-term general plan for the physical development of the city and of any land outside its boundaries which bears relation to the development of the city;
C. Promote public interest, community education, and citizen participation in land use planning within the City of Ione;
D. To recommend to the city council on the approval, conditional approval or denial of:
general plan amendments;
specific plan amendments;
zoning code amendments;
tentative subdivision maps;
development plans (as specified in Chapter 17.116);
certification of adequacy of C.E.Q.A. documents, except as provided under subsection 2.17.090(E); and,
other actions as authorized within Title 16-Subdivisions and Title 17-Zoning of the Ione Municipal Code.;
E. To approve, conditionally approve or deny requests for, or take final action on:
use permits;
zoning variances;
boundary line modifications
tentative parcel maps
certify adequacy of C.E.Q.A. documents directly related to actions which the Commission is authorized to take final action; and,
other actions as authorized within Title 16-Subdivisions and Title 17-Zoning of the Ione Municipal Code.
F. To conduct meetings and/or public hearings as necessary to review and prepare recommendations to the city council or to take final action as authorized herein;
G. Review and make recommendations to the city council on all proposals to modify or expand ordinances and/or city codes affecting the use of land within the City of Ione;
H. Provide an annual report to the mayor and the city council on the activities of the planning commission for the preceding year; and,
I. To do such other things as may be required by other ordinances of the city or by state law.
J. Where the duties and responsibilities of the planning commission as noted within this section conflict with other sections of the Ione Municipal Code, section 2.17.090 shall take precedent.
