12.04.010 - Purpose.¶
The purpose of these rules and regulations is to:
A. Spell out rules of conduct and regulations covering park usage;
B. Define areas of responsibility and decision-making;
C. Encourage the protection of existing facilities and the orderly development of future facilities;
D. Enlist the aid and support of the citizens of the city to provide park facilities to meet the needs of all its citizens.

12.04.020 - Rules and regulations—All parks.¶
The rules and regulations governing all parks in the city are as follows:
A. Firearms.
- No firearms or dangerous weapons are allowed in any city park unless in the possession of a duly constituted law enforcement officer.
B. Hours of Usage.
Normal hours of park use shall be between the hours of 8:00 a.m. and 10:30 p.m. unless prior approval is obtained.
Maintenance requirements may restrict area usage with due notice.
C. Overnight Camping.
- No overnight camping shall be permitted unless prior approval is obtained.
D. Open Fires.
- No open fires shall be permitted unless facilities are available and prior approval is obtained.
E. Vehicle Restrictions.
- No vehicles shall be permitted off paved roads except in designated areas.
F. Policing.
The police department shall be notified of all approved group reservations for park usage.
Police protection requirements for group reservations shall be as specified on the current reservation applications.
G. Electrical Power Supplied.
City-supplied power shall be limited to normal use of permanent facilities.
It shall be the responsibility of the reserving party to make known their power needs on current reservation application when submitted. At the time the application is approved, the time the power is needed should be established and arrangements made.
H. Water Supplied.
City-supplied water shall be restricted to normal park uses only.
Treated, sanitary water shall be supplied where needed. Untreated water will be available for some grounds and stock watering and shall be clearly identified.
I. Trash and Garbage.
No dumping of out-of-park trash or garbage shall be permitted.
Disposal of park-use generated trash or garbage shall be subject to the conditions of the cleaning deposit rules on the current reservation applications.
A cleaning deposit shall be required as specified on the current reservation forms unless waived by the city council.
J. Reservations.
- Reservations for group usage shall be made on a first-come basis with the city clerk or park commission on a standard form.
K. Horse Restrictions.
- Horses shall be restricted from posted areas.
L. Lock Application.
- No private locks shall be installed without the prior approval of the park commission.
M. Posting of Rules and Regulations.
- A copy of the rules and regulations shall be posted.
N. Violations of Rules and Regulations.
- Violations of these rules and regulations may result in the expulsion from the park and subject violators to prosecution.

12.04.021 - Smoking restrictions.¶
A. Definitions.
"E-cigarette" means any electronic oral device, such as one composed of a heating element, battery, and/or electronic circuit, which provides a vapor of nicotine or any other substances, and the use or inhalation of which simulates smoking. The term shall include any such device, whether manufactured, distributed, marketed, or sold as an e-cigarette, e-cigar, e-pipe, hookah pen or under any other product name or descriptor.
"Public place" means any area to which the public is invited or in which the public is permitted.
"Smoking" means inhaling, exhaling, burning, or carrying any lighted cigarette, cigar, pipe, hookah, weed, plant, or other combustible substance in any manner or in any form. Smoking also includes the use of an e-cigarette which creates a vapor, in any manner or in any form, or the use of any oral smoking device.
"Sports arena" means an enclosed sports pavilion, open arena, rodeo grounds and other similar places where members of the general public assemble to either engage in physical exercise, participate in athletic competition or witness sports events.
B. Smoking Restrictions.
Smoking is Prohibited Activity. Smoking shall be prohibited in all current and future parks within the City of Ione, including, Howard Park, Perry Earl Park, Grover Park, Train Park, Veterans Park, Oakridge Park, and Heath Knoll. This shall include all areas of the parks, including streets and sidewalks within the parks, except where designated smoking areas have been established. Smoking, except while passing on the way to another destination, shall be prohibited within 20 feet of or close enough to the parks for smoke to travel into an area or building, where smoking is prohibited, whichever is greater.
Outdoor Sign Requirements. "No smoking" signs with letters of not less than one inch in height, or the international "no smoking" symbol (consisting of a pictorial representation of a burning cigarette enclosed in a red circle with a red bar across it) shall be clearly, sufficiently and conspicuously posted at or near the entry of every park, building or other place where smoking is regulated by this chapter by the city manager, or his/her designee, or other person having control of such park, building or other place.
Designated Smoking Areas. Smoking shall be permitted within designated smoking areas. Designated smoking areas shall be conspicuously defined by posted signage, which includes the Prop 65 warnings, and shall comply with all state and federal regulations.

12.04.025 - Rules and regulations—Amador Skate Park.¶
A. The rules and regulations governing any skate park owned and maintained by the city of Ione are as follows:
Unless modified as hereinafter set forth, the skate park hours shall be from dawn to dusk;
Only use of skateboards and inline skates are permitted in the skate park. No bicycles or scooters are allowed;
All persons utilizing the skate park area must wear a helmet. Elbow pads and kneepads are strongly recommended;
No dogs or animals are allowed in the skate park;
No food, beverages, or tobacco products are allowed in the skate park area;
Do not place obstacles, jumps or other materials in the skate park;
Alcohol, tobacco, drugs and profanity are prohibited and may result in expulsion or arrest;
Do not skate if surface is wet;
No amplified music;
No graffiti. Graffiti or paint applied to the skating surface will create glare and make surfaces too slick.
B. Chief of police of the city is authorized to modify the hours the park is open or to close the park for serious or repeated violations of the skate park.
C. It is a violation of Section 12.04.040 of this chapter for any person as defined in that section to violate or fail to comply with any of the rules and regulations adopted pursuant to this section or to the direction of a peace officer in regard to the utilization of the skate park.

12.04.030 - Rules and regulations—Howard Park.¶
The rules and regulations governing Howard Park are as follows:
A. Speed Limits.
- The speed limit shall be posted and enforced at ten miles per hour (Vehicle Code Section 21113).
B. Ione Pacnic Association.
- The IPA shall have use of the customer keys for all locks without deposit provided the organization assumes liability to restore the integrity of the master key system in the event any keys or locks are lost.
C. Sports Activities.
Schedules of sports league activities shall be established by the park commission.
Sports groups shall contribute to the upkeep of the facilities they use.

12.04.035 - Drug free zones.¶
The city parks and playground set forth below are declared to be drug free zones pursuant to California Health and Safety Code Section 11380.5, which sets forth enhanced penalties for specific offenders involving the possession or sale of controlled substances which occur upon the grounds of city parks and playgrounds. The parks and playgrounds declared to be drug free zones are as follows:
A. Howard Park;
B. Grover Park;
C. Train Park;
D. Schmidt Park;
E. Oakridge Park;
F. Heath Knoll.

12.04.040 - Violation—Penalty.¶
Any person, firm or corporation, whether as principal, agent, employee, or otherwise, violating any provision of this chapter shall be deemed guilty of a misdemeanor, and, upon conviction thereof, shall be punishable by a fine of not more than $500.00 or by imprisonment in the city or county jail for a period of not more than six months, or by both such fine and imprisonment. Each day that violation of this chapter continues shall be considered a separate offense.
