Chapter 21.38 — PUBLIC FACILITIES AND PUBLIC PARKS/RECREATION ZONE DEVELOPMENT STANDARDS

§ 21.38.010. General.

This Chapter contains the regulations for publicly owned and/or controlled lands other than Public Owned Open Space addressed in Chapter 21.44 . (Ord. 387 § 1, 1996)

§ 21.38.020. Public facilities.

  • (a) Purpose. The purpose of the Public Facilities Zone is to provide a zone which encompasses the existing City Hall, Fire Station, and maintenance yard on Eldorado Drive, just north of Highway 111, and other uses such as power substations, reservoirs, and pump stations.

  • (b) Permitted Uses: (1) City Hall; (2) Fire Station; (3) Maintenance Yard; and (4) Other public uses which the City Council may designate from time to time.

  • (c) Development Standards. Development(s) within this zone shall be in accordance with detailed plans approved by the City Council at a duly convened public hearing. All such development shall be compatible with the very low density residential character of the City.

§ 21.38.030. Public parks/recreation.

  • (a) Purpose. The purpose of the Public Parks/Recreation Zone is to provide for the continuity of designated public park areas within the City.

  • (b) Permitted Uses:

    • (1) Landscape and landscape improvements in accordance with detailed plans approved by the City Council at a duly convened public hearing.

    • (2) Additional recreational facilities and support facilities as approved by the City Council from time to time. Such additional recreational facilities shall be in accordance with detailed plans approved by the City Council at a duly convened public hearing.

  • (c) Development Standards. All improvements within this district shall be consistent with accepted park and recreation development standards and with the very low density residential character of the City.

Chapter 21.40. GOLF COURSE OVERLAY ZONE DEVELOPMENT STANDARDS

§ 21.40.010. General.

This Chapter contains the regulations for the Golf Course Overlay Zone established by the City. (Ord. 387 § 1, 1996)

§ 21.40.020. Purpose.

The purpose of this overlay zone is to insure the long-term continuity of the various golf courses within the City as operating golf courses. This zone shall be applied as an overlay zone on the established golf courses, and any new courses established in the future, coterminous with the boundaries of the overlaid golf course.

§ 21.40.030. Permitted uses.

Only uses and facilities directly related thereto which are necessary for the operation and maintenance of the subject golf course shall be permitted in this district. (Ord. 387 § 1, 1996)

§ 21.40.040. Review and approval procedure.

The creation of any new golf course or the modification of any existing course, excluding in kind repair, the cost of which is in excess of five thousand dollars ($5,000), shall be in accordance with a detailed site plan approved by the City Council at a duly convened public hearing.

A golf course shall be deemed to have complied with this Section if it was approved in conjunction with a development with an approved Master Development Plan, Conditional Use Permit and/or Variance, in accordance with the provisions of Sections 21.06.030 , 21.06.040 , or 21.06.050 .
