Chapter 21.35 — SPORTS COMPLEX (SPX) ZONE DEVELOPMENT STANDARDS

§ 21.35.010. Purpose.

The purpose of this zone is to ensure the proper development and use of land and improvements in a manner so as to achieve a private sports complex whose facilities shall, at a minimum, be developed to accommodate the design requirements of professional and amateur sports in accordance with goals and policies of the City's General Plan.

§ 21.35.020. Master Development Plan required.

All development and uses in the sports complex (SPX) zone classification shall be in accordance with a Master Development Plan established in accordance with the provisions of Section 21.06.030 . A Master Development Plan shall establish the basic framework for land use and development standards. The Plan shall define the development density, building setbacks, building heights, streetscape and other design standards that will be complied with by individual property owners and developers.

§ 21.35.030. Conditional Use Permit required.

A Conditional Use Permit (CUP) and/or modification of a CUP, if a CUP has been issued, shall be required for all uses in this zone and/or for each phase of development or improvements.

§ 21.35.040. Use regulations.

  • (a) Primary uses may include professional and amateur sports events,

  • (b) Secondary uses include events, exhibitions, conventions and performances which provide for the education, information, recreation, culture or entertainment, and private educational activities/ facilities related to the approved sports complex use , such as:

    • (1) Conventions related to the assembly of people with common goals including service clubs; and

    • (2) Amusements and entertainment, including music concerts, stage performances, church events and ice shows.

    • (3) Antennas, wireless communication and related facilities may be permitted within a sport complex zone subject to compliance with the minimum standards of development in accordance with Section 21.090.060.

  • (c) Accessory uses include all uses incidental to the proper functioning of a sports complex. Accessory uses, may be allowed if they are to be located within the sports facility complex. Accessory uses include, but are not limited to:

    • (1) Uses associated with the comfort, convenience or welfare of facility patrons, (including food concessions, food preparation, restaurant and beverage services including alcohol, retail sales concessions, emergency medical, security offices); and

    • (2) Uses associated with the management and/or public relations of the facility (e.g., child day care services, health club activities related to the sports complex establishment, meeting rooms, offices, press rooms, television/radio/film production, ticket outlets, training room, delivery and docking facilities, maintenance and storage); and

    • (3) Uses associated with the required execution of an event, exhibition or performance (e.g., storage, maintenance), and may include emergency generators subject to the review and approval of the Architectural Landscape Committee and Conditional Use Permit approval.

  • (d) A planned sign program in accordance with Chapter 17.20 shall be required for each use in this zone. Signage within in this zone will present a unified visual character through the use of compatible and complimentary colors, forms and typography.

§ 21.35.050. Development standards.

Site design and development standards shall be those, which the City Council deems appropriate to:

  • (a) Ensure the continued quality and image of the City as an international destination resort community; and

  • (b) Ensure the internal integrity over time of the proposed sports complex and have minimal impact on the City as it relates to noise, light, and viewsheds.

§ 21.35.060. Lot area.

Each lot within this zone shall have a minimum size of one hundred (100) acres.

§ 21.35.070. Roof mounted equipment.

All roof-mounted equipment including but not limited to heating, venting, cooling, and antenna shall be screened so as to preclude viewing of same from adjacent residencies, public ways and golf courses (public or private).

§ 21.35.080. Solar energy systems.

Solar energy systems will be permitted on legal lots in the Sports Complex Zone in accordance with the standards listed below:

  • (a) All solar energy systems shall be installed only after administrative approval by the Planning Department and only after issuance of the necessary building permits and any and all other permits required by the City relating to the plumbing, electrical and mechanical characteristics of the system.

  • (b) Design Standards:

    • (1) All solar collectors, plumbing, water tanks and support equipment shall be painted a color similar to the color of the roof upon which they are mounted.
  • (c) Existing Nonconforming Solar Energy Systems. Existing, nonconforming solar energy systems removed from an existing location and proposed to be reinstalled shall be screened so as to limit viewing of same from adjacent residencies and properties, public ways and golf courses (public or private), and approval of said system shall be subject to any applicable Homeowners' Association approval, Planning Department review, and be subject to the administrative relief process defined in Section 21.06.090 .

  • (d) Rehabilitated and/or Used Solar Energy Systems. Rehabilitated and/or used solar energy systems proposed to be installed shall be screened so as to limit viewing of same from adjacent residences and properties, public ways and golf courses (public or private), and approval of said system shall be subject to any applicable homeowners' association approval, Planning Department review, and be subject to the administrative relief process defined in Section 21.06.090 .

§ 21.35.090. Temporary and or manufactured structures.

Manufactured structures for storage are subject to approval by the Architectural Landscape Committee and a Conditional Use Permit that the manufactured structure and or temporary building(s) are compatible with the existing structure/building design and building materials (Ord. 482, 2001)
