§ 10.40.010. Definitions.¶
As used in this chapter, the following words shall be defined as follows:
"Municipal parking lot"
means any City-owned or City-controlled parking lot designated as such by resolution of the City Council.
"Operator"
means the City, or person or firm contracted with by the City to operate and manage the municipal parking lot.
"Overparking"
means the parking of a vehicle for a period longer than allowed for the parking fee paid.

§ 10.40.020. Authority to establish.¶
The City Council may, by ordinance or resolution, prohibit, restrict or regulate the parking, standing or stopping of vehicles on any off-street parking facility which it owns or operates under the authority of Section 22519 of the California Vehicle Code.

§ 10.40.025. Parking at designated municipal park parking areas.¶
A. No person shall drive, park or leave unattended any vehicle upon the park grounds except in designated parking areas striped for such parking without prior approval from the Public Works Director or designee.
B. Overnight Parking Prohibited. It is unlawful for any person to park a vehicle overnight on any municipal park parking lot. For the purposes of this section, "overnight parking" means parking at one or more locations in a designated municipal park parking lot between the hours of 10:00 p.m. and 7:00 a.m.

§ 10.40.030. Parking fee required.¶
No person shall park on any municipal parking lot without paying in advance the posted parking fee. Such fee shall be reviewed annually and set by resolution of the City Council.

§ 10.40.035. Elkwood parking lot—Hours.¶
Overnight Parking Prohibited. It is unlawful for any person to park a vehicle overnight in the municipal parking lot located at the northeast corner of the intersection of Elkwood Avenue and Seacoast Drive in the City of Imperial Beach ("Elkwood Parking Lot"). For the purposes of this section, "overnight parking" means parking in the lot between the hours of 12:00 a.m. and 5:00 a.m.

§ 10.40.040. Lines or markings—Designation—Compliance.¶
A. The City Manager shall have lines or markings painted or placed upon the parking lot surface for the purpose of designating the parking spaces.
B. It is unlawful and a violation of this chapter to park any vehicle across any such line or marking or to park any vehicle in such a position that the same shall not be entirely within the area so designated by such lines or markings.

§ 10.40.050. Municipal parking lot regulations.¶
The following regulations apply to all municipal parking lots, which includes municipal park parking lots.
A. It is unlawful for a person to park or stand any vehicle in the municipal parking lot if the vehicle exceeds 20 feet in length.
B. It is unlawful for a person to utilize in any manner more than the parking space that a person's vehicle occupies.
C. It is unlawful for a person to interfere in any manner with the use of an adjacent or additional parking space.
D. It is unlawful for a person to bring, or cause to be brought, for the purposes of sale or barter, or have for sale, or sell or exchange, or offer for sale, or exchange any food, drink, service, goods, wares, ticket, or merchandise within any portion of the municipal parking lot, without first having obtained a City business license and/or permit.
E. It is unlawful for a person to place tables, barbecues, chairs, umbrellas or other objects in the municipal parking lot unless loading and/or unloading those items from the vehicle for use at a location other than the municipal parking lot.
F. It is unlawful for any person or group of persons to loiter in the municipal parking lot. As used here, to "loiter" shall be defined to mean to linger idly by the way, to idle, or to loaf, to stand or walk about aimlessly without purpose, or to sit or recline.
G. It is unlawful to park a trailer or boat within any municipal parking lot.

§ 10.40.060. Parking or overparking without payment of fee—Penalty.¶
Any person who parks or overparks without immediately paying the posted parking fee may be issued a citation.

§ 10.40.070. Enforcement by operator.¶
When the City has contracted with an operator, the City Manager may authorize employees of the operator to issue citations for violations. Such authorization shall be cumulative of other persons authorized to enforce this code.

§ 10.40.080. Penalty.¶
A. Vehicles parked in violation of this chapter may be towed at the owner's expense to a place designated by the City Manager.
B. Any person found to be in violation of this chapter shall be subject to any means of enforcement authorized under this code, including, but not limited to: civil penalties, criminal penalties, nuisance abatement, civil actions, and administrative citations.
