15.12.010 - Bases for address numbering.

A. Addressing Area. The City addressing area shall encompass all property within the corporate City limits.

B. The City of Huron will utilize the five (5) digit numbering system created by Fresno County.

C. Numbering. Numbers shall increase as they progress away from the base lines. On streets running north-south, even numbers shall be on the left side and odd numbers on the right side as the numbers increase away from the base line.

D. Numbers on Streets. All address numbers shall be street numbers and shall designate the locations on public streets only. Address numbers shall not refer to any private way.

15.12.020 - City manager to determine numbers and rules.

A. The city manager or designated officer shall designate the appropriate and respective address numbers for properties and buildings in the City addressing area.

B. The city manager may promulgate rules and regulations for the address numbering of properties and buildings. The rules and regulations shall establish and perpetuate a system of numbering which will logically identify properties with a minimum of conflict and best serve the purpose of such numbering in regard to those public agencies and the public who use them.

15.12.030 - Address numbers.

A. Identifying Properties. All properties within the City addressing area shall be identified by address numbers designated by the city manager.

B. Legal Description. The identification of properties or buildings by address numbers shall not effect any legal description of any such property.

C. Structure Identification. Each principal building upon property which has been assigned an address number shall be identified by the number(s) assigned to the street frontage on which the front entrance of the structure is located. Address numbers shall be placed on the street front of the building, at each principal entrance, in addition on each curb thereto with each number to be placed at the entrance to which the number refers.

D. Numbers Shall be Posted. Each principal building or each front entrance and curb to such building shall bear numerals indicating the address number assigned to that property at a location on the building designated by the city manager or his authorized representative. Numerals shall be posted in a contrasting color from the mounting surface which shall be visible from the street on which the property is located and shall not be obscured from the street by shrubs, trees, buildings or any object at any time.

E. Size of Numbers. Posted numerals shall not be less than four (4) inches high and shall have a minimum stroke width of one-half (½) of an inch if illuminated.

15.12.040 - Address number placing and maintenance.

A. No person exercising or having ownership, custody or control of any building or property shall fail, neglect or refuse to place or maintain address numbers in the manner provided in this chapter, within fifteen (15) days from the mailing of a notice from the city manager to the person designating the number or the numbers to be placed and the place they are required to be located.

B. All address numbers other than those provided for in this chapter and designated by the city manager and address numbers defaced so as to not be plainly seen and identified from the street shall be removed from every building by the owners, occupants, lessees, tenants or subtenants thereof within fifteen (15) days of the mailing of a notice from the city manager designating the assigned number or numbers to be used.

15.12.050 - Adoption of address books and map.

Those certain books entitled "Property Addressing Books," on file in the Department of Planning of the City of Huron are adopted and incorporated herein by reference and made a part thereof. These books shall indicate the official system of the City of Huron numbering properties and principal buildings. The city manager shall enter all designated numbers therein. The map entitled "City of Huron Official Addressing System" shall designate the City addressing area. The books herein adopted and as subsequently amended shall be prima facie evidence of the existence of the legality of numbers designated thereon.
