Sec. 2-246. - Creation.

The city planning commission is created in accordance with the provisions of the Planning Act of the state.

Sec. 2-247. - Membership; quorum; vacancies; term of office.

The planning commission of the city shall consist of five members appointed by the entire city council.

A quorum for the transaction of business shall be three members, and the majority of those members present shall have the power to decide all matters properly before the commission.

Planning commissioners shall serve for terms of four years.

Seats on the planning commission shall be numbered one through five.

Upon the effective date of the ordinance codified in this division all seats on the current planning commission shall be deemed vacated and the city council may appoint any qualified person to such seats. The terms of seat one and two shall expire on April 1, 2025, and on April 1 every four years thereafter. Seat three, four and five shall expire on April 1, 2027, and on April 1 every four years thereafter. The terms of planning commissioners may be terminated prior to expiration at the will and pleasure of the city council.

The numbering of the planning commission seats one through five shall not be interpreted to assign any given seat to a particular city council district.

Any member of the city council may nominate any qualified person to any seat on the planning commission subject to approval by a majority of the entire city council.

Each member of the planning commission shall, upon appointment and continuing thereafter for their term of service, be a current resident of the city or the city sphere of influence and have resided in the city or the city sphere of influence for at least one year prior to appointment. No more than two members of the planning commission shall be current residents of the city sphere of influence.

Sec. 2-248. - Meetings.

The planning commission of the city shall schedule regular meetings at a frequency of not less than two meetings during each month.

Sec. 2-249. - Functions and duties.

The functions and duties of the former infrastructure commission, as listed below, are transferred to the planning commission. Where the Code makes reference to the infrastructure commission, the traffic and parking commission or to the park commission, such references shall be deemed to refer to the planning commission and where such reference grants or infers functions and duties for such commissions, those functions and duties shall be deemed transferred to the planning commission.

The planning commission shall from time to time review, comment upon and make recommendations to the city council and, as may be appropriate, to the public works department, engineering department and community development department regarding the following items:

(1) Review as necessary and make recommendations to city council in the development of municipal facility master plans, whether related to infrastructure improvements, parks, or roadways, and similar plans of the city or regional plans (e.g. from WRCOG, RCTC, or SCAG) that will affect the city.

(2) Review as necessary vehicular and pedestrian safety measures, including without limitation, the provision of safe routes for pedestrians including disabled persons, city compliance programs related to right-of-way improvements required under the Americans with Disabilities Act and the department of transportation, and related safety measures.

(3) Review as necessary, the goals and implementation measures of the circulation element of the general plan and assist city staff in recommending priority projects to the city council.

(4) Serve as the city's tree board.

(5) Review as necessary the community's need and standards of care for new parks, open space and recreational facilities as well as the design, development and location of new parks and recreational facilities and landscaping.

(6) Perform such other duties as may be assigned by the city council from time to time.
