Sec. 2-161. - Attendance at board and commission meetings.¶
Attendance at all meetings of boards and commissions by members thereof is hereby declared to be in the public interest. Failure to attend three consecutive meetings of any board or commission of the city by any member thereof shall constitute grounds for removal unless such absence shall be for a valid reason. Each board and commission shall be the sole judge of the validity of any reason given for absence from meetings. Each board and commission shall have the power and authority to remove any member for failure to attend in accordance with this section.

Sec. 2-162. - Members to serve at the will of city council.¶
Unless otherwise prohibited or regulated by law, all members of boards, commissions and committees shall serve for the term designated in this article unless sooner terminated at the will and pleasure of the city council.

Sec. 2-163. - Stipends to compensate members.¶
The city council shall establish stipends to compensate members of boards and commissions for the city. The amount of the stipend for each commission and board member shall be set by resolution which may be amended periodically.

Sec. 2-164. - Quorum.¶
(a) Except as specifically provided in section 2-204 for the mobile home rent review commission, for the purpose of determining the presence of a quorum, all boards, commissions, and committees established under this Code, or as may otherwise be established by the city council, a majority of the membership of any board, commission or committee constitutes a quorum to conduct business.
(b) The city council may appoint an alternate member or members, who may vote on any question in the event of the absence or disqualification of any regular member when such absence or disqualification results in the absence of a quorum.

Sec. 2-165. - Residency for membership.¶
(a) All voting members of any board, commission or committee established under this Code shall, at the time of appointment and continuing thereafter for their term of service, meet one of the following criteria:
(1) The individual is a current resident of the City of Hemet who has lived in the city for at least one year immediately prior to the individual's appointment to the board, commission or committee; or
(2) The individual is a current resident of the City of Hemet's sphere of influence who has lived in the city or in the city's sphere of influence for at least one year immediately prior to the individual's appointment to the board, commission or committee.
(b) Notwithstanding the provisions of subsection (a) of this section, no board, commission, or committee established under this code shall have more than two voting members who are residents of the City of Hemet's sphere of influence.
