5.08.140 - Required permits—Certain businesses.¶
Prior to the payment of a license fee as provided for in Chapter 5.06, certain businesses, professions, trades or occupations as set forth in this section shall first obtain City Council approval of a permit:
Acupuncture;
Adult businesses (Chapter 5.40);
Advertising sound trucks (Chapter 5.12);
Ambulance service/ambulance driver (Chapter 5.10);
Auction/auctioneer;
Billiards: less than two tables (Section 18.20.015);
Carnival (Chapter 5.14);
Coin-operated amusement device: less than three devices (Section 18.20.015);
Construction equipment storage;
Guard;
Health club, spas and recreation facilities (Chapter 5.20);
House numbers painter (Chapter 5.22);
Locksmith (Chapter 5.24);
Mobile food vending (Chapter 5.97);
Newsrack distributor (Chapter 5.26);
Outdoor displays and sales (Chapters 5.32 and 18.20);
Patrol systems (Chapter 5.28);
Pawn shop/pawn broker (Chapter 5.34);
Public utility district facilities;
Schools, parks, libraries, public and quasi-public buildings;
Sidewalk vending (Chapter 5.30);
Sound trucks (Chapter 5.36);
Public self storage;
Swap meet (Chapter 5.34);
Taxicab operator/taxicab driver (Chapter 5.38);
Waste collection and transportation.

5.08.150 - Required—Business not enumerated.¶
It is the intention of this chapter to provide a special permit procedure for those businesses enumerated in Section 5.08.140. The omission to enumerate other businesses and activities covered in other sections of this Code requiring permits or subject to franchises shall not be deemed or construed as an intention upon the part of the City Council to relieve said businesses or occupations from the permit procedure following standards or regulations of the franchise procedure under which they may be governed.
