5.14.010 - Business and permits.¶
No person shall operate a carnival, circus, amusement ride or business without first obtaining a permit and/or license to do so as required by the business license law.

5.14.020 - Application.¶
Business license and permit applications shall be filed with the City Administrator at least two weeks before commencement of any carnival, circus or amusement ride.

5.14.030 - Fee-exempt license application.¶
Applications requesting a fee-exempt license must be acted upon by the City Council. Therefore, these applications should be filed four weeks in advance for processing in order to place them on the agenda for the next available scheduled meeting of the City Council.

5.14.040 - Insurance.¶
A. Licensee shall procure and maintain for the duration of the business permit, insurance against claims and injuries to persons or damages to property which may arise from or in connection with the performance of said business. Evidence of liability insurance shall be filed with the Business License Collector. The minimum amount of insurance shall not be less than the following:
General liability. Two million dollars per occurrence for bodily injury, personal injury and property damage. If commercial general liability or other form with a general aggregate limit is used, either the general aggregate limit shall apply separately or the general aggregate limit shall be twice the required occurrence limit;
Automobile liability. Two million dollars per accident for bodily injury or disease;
Employer's liability. Two million dollars per accident for bodily injury or disease.
B. Scope of insurance shall include workers' compensation insurance as required by the State of California and employer's liability insurance.
C. Licensee shall furnish the Business License Collector with original endorsements effecting coverage. The endorsement shall be signed by a person authorized by the insurer to bind coverage on its behalf.

5.14.050 - Bond.¶
A cash bond, no less than $100.00, shall be deposited with the City by the carnival, circus or amusement ride operators to cover any costs incurred by the City in connection with the carnival, circus or amusement rides. (Exact amount of cash bond shall be determined by the City Administrator and shall include a charge for extra inspection by the Building Department in excess of the first inspection.) Said bond shall be posted at least 48 hours before opening.

5.14.060 - Contract.¶
A copy of the contract between the carnival, circus or amusement ride operators and sponsoring agency shall be furnished to the City when a fee-exempt license is requested.

5.14.070 - Financial statements.¶
The operators of said business and sponsoring agency shall file a financial statement with the City within ten days, and said financial statement is required for the return of the cash bond or any portion thereof when a fee-exempt license has been issued.

5.14.080 - Property use.¶
Written permission from the property owner must be submitted as part of the application.

5.14.090 - Public address systems.¶
Operation of public address systems is not allowed unless special permission is granted therefore by the City Council at the time a permit is issued.

5.14.100 - Operation hours.¶
On weekdays and Sundays, operations shall cease at 10:00 p.m. On Saturdays, operation shall cease at 11:00 p.m.

5.14.110 - Building, fire, health, police and zoning requirements.¶
A. All requirements of the Health Department, Fire Department and Building and Safety Department shall be complied with and any information required by said Departments shall be furnished as a condition of obtaining a permit.
B. A list of amusement rides and concessions shall be submitted to the Sheriff's Department.
C. Before issuing a permit the City Administrator shall require that any activity authorized by said permit is to be conducted upon property which is properly zoned for said activity.

5.14.120 - Clearances and inspections.¶
All clearances and inspections must be met by City Hall closing at 5:00 p.m. at least five days prior to any operations or activity has started.

5.14.130 - Violation.¶
Any violation of any Building Code requirement or other ordinance of the City or of any condition attached to such permit may result in immediate suspension of the permit without prior notice or hearing.
